Analysis by the Legislative Reference Bureau
This bill increases the amount appropriated to the Department of Natural
Resources for municipal flood control by $10,000,000. Under current law, DNR
administers the municipal flood control program to provide financial assistance to
local governmental units for facilities and structures for the collection and
transmission of storm water and groundwater, including the purchase of perpetual
flowage and conservation easement rights on land within floodways, and for the
floodproofing of public and private structures that remain in the 100-year
floodplain. The bill requires DNR to allocate at least 20 percent of the program's
funding for projects that involve any of the following:
1. Floodproofing and elevation of structures.
2. Riparian restoration projects.
3. Acquisition of land and easements.
4. Construction of structures for flood control and riparian restoration.
5. Preparation of flood insurance studies and other flood mapping projects.
