SB439,1,2 1An Act to create 14.28 of the statutes; relating to: the creation of a Women's
2Suffrage Centennial Commission.
Analysis by the Legislative Reference Bureau
This bill creates a Women's Suffrage Centennial Commission in the office of the
governor. Under the bill, the commission must make appropriate plans and
preparations for the commemoration of the 100th anniversary of women's suffrage.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB439,1 3Section 1. 14.28 of the statutes is created to read:
SB439,1,6 414.28 Women's Suffrage Centennial Commission. (1) The Wisconsin
5Women's Suffrage Centennial Commission shall make appropriate plans and
6preparations for the commemoration of the 100th anniversary of women's suffrage.

1(2) The commission shall submit an annual report to the governor and to the
2legislature under s. 13.172 (2) regarding its activities on each August 18 until August
318, 2020.
SB439,2,5 4(3) Upon request of the commission, all state agencies, as defined in s. 20.001
5(1), shall cooperate with the commission in the performance of its functions.
SB439,2,9 6(4) In making appointments to the commission, the governor shall designate
7a chairperson and appoint at least one member of the commission from a list provided
8by the League of Women Voters. The commission shall elect a vice chairperson and
9secretary from its membership.
SB439,2,10 10(5) The commission may do any of the following:
SB439,2,1211 (a) Subject to authorization under s. 16.505, employ staff outside of the
12classified service and consultants and fix their compensation.
SB439,2,1313 (b) Enter into contracts, leases, or other agreements.
SB439,2,1514 (c) Assume such other functions authorized by law as may be necessary to carry
15out the purposes of this section.
SB439,2,1616 (d) Appoint such committees as may be required to carry out its functions.
SB439,2,20 17(6) The commission shall complete its activities and submit a final report
18regarding its activities to the governor and to the legislature under s. 13.172 (2) no
19later than September 1, 2021. The commission shall cease to exist on October 1,
202021.
