SB432,11,511 341.14 (1m) If any licensed driver submits to the department a statement once
12every 4 years, as determined by the department, from a physician licensed to practice
13medicine in any state, from a public health nurse certified or licensed to practice in
14any state, from an advanced practice nurse licensed to practice nursing in any state,
15from a physician assistant licensed or certified to practice in any state, from a
16podiatrist licensed to practice in any state, from a chiropractor licensed to practice
17chiropractic in any state, or from a Christian Science practitioner residing in this
18state and listed in the Christian Science journal certifying that another person who
19is regularly dependent on the licensed driver for transportation is a person with a
20disability that limits or impairs the ability to walk, the department shall issue and
21deliver to the licensed driver plates a plate of a special design in lieu of the plates
22plate which ordinarily would be issued for the automobile or motor truck, dual
23purpose motor home or dual purpose farm truck having a gross weight of not more
24than 8,000 pounds, farm truck having a gross weight of not more than 12,000 pounds
25or motor home, and shall renew the plates plate. The plates plate shall be so designed

1as to readily apprise law enforcement officers of the fact that the vehicle is operated
2by a licensed driver on whom a disabled person is regularly dependent and is entitled
3to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
4registration fee may be made for the issuance or renewal of the plates plate. The
5plates plate shall conform to the plates plate required in sub. (1a).
SB432, s. 24 6Section 24. 341.14 (1q) of the statutes is amended to read:
SB432,11,257 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
8purpose motor home or dual purpose farm truck which has a gross weight of not more
9than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
10pounds or a motor home, for an employee's use submits to the department a
11statement once every 4 years, as determined by the department, from a physician
12licensed to practice medicine in any state, from an advanced practice nurse licensed
13to practice nursing in any state, from a public health nurse certified or licensed to
14practice in any state, from a physician assistant licensed or certified to practice in

SB432, s. 25
1Section 25. 341.14 (2) of the statutes is amended to read:
SB432,12,132 341.14 (2) Upon compliance with the laws relating to registration of
3automobiles and motor homes; motor trucks, dual purpose motor homes, and dual
4purpose farm trucks which have a gross weight of not more than 8,000 pounds; and
5farm trucks which have a gross weight of not more than 12,000 pounds, including
6payment of the prescribed registration fees therefor plus an additional fee of $15
7when a registration plates are plate is issued accompanied by an application showing
8satisfactory proof that the applicant is the holder of an unexpired amateur radio
9station license issued by the federal communications commission, the department
10shall issue a registration plates plate on which, in lieu of the usual registration
11number, shall be inscribed in large legible form the call letters of such applicant as
12assigned by the federal communications commission. The fee for reissuance of a
13plate under this subsection shall be $15.
SB432, s. 26 14Section 26. 341.14 (2m) of the statutes is amended to read:
SB432,13,215 341.14 (2m) Upon compliance with laws relating to registration of motor
16vehicles, including payment of the prescribed fee, and an additional fee of $15 when
17the original or new registration plates are plate is issued and accompanied by an
18application showing satisfactory proof that the applicant has a collector's
19identification number as provided in s. 341.266 (2) (d), the department shall issue a
20registration plates plate on which, in lieu of the usual registration number, shall be
21inscribed the collector's identification number issued under s. 341.266 (2) (d). The
22words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
23of the plate at the discretion of the department. Additional registrations under this
24subsection by the same collector shall bear the same collector's identification number

1followed by a suffix letter for vehicle identification. Registration plates issued under
2this subsection shall expire annually.
SB432, s. 27 3Section 27. 341.14 (5) of the statutes is amended to read:
SB432,13,74 341.14 (5) Upon application by any person awarded the congressional medal
5of honor and submission of proper proof thereof, the department shall issue a special
6plates plate so designed as to indicate such award. No charge whatever shall be made
7for the issuance of such plates the plate.
SB432, s. 28 8Section 28. 341.14 (6) (c) of the statutes is amended to read:
SB432,13,119 341.14 (6) (c) A person who maintains no more than one registration under this
10subsection at one time shall not be charged a fee for registration of the vehicle or
11issuance of the plates plate.
SB432, s. 29 12Section 29. 341.14 (6) (d) of the statutes is amended to read:
SB432,13,1713 341.14 (6) (d) For each additional vehicle, a person who maintains more than
14one registration under this subsection at one time shall be charged a fee of $15 for
15issuance or reissuance of the plates plate in addition to the annual registration fee
16for the vehicle. Except as provided in par. (c), a motor truck or dual purpose farm
17truck registered under this subsection shall be registered under this paragraph.
SB432, s. 30 18Section 30. 341.14 (6m) (a) of the statutes is amended to read:
SB432,14,519 341.14 (6m) (a) Upon application to register an automobile or a motor home,
20or a motor truck, dual purpose motor home, or dual purpose farm truck which has
21a gross weight of not more than 8,000 pounds, or a farm truck which has a gross
22weight of not more than 12,000 pounds, by any person who is a resident of this state
23and a member or retired member of the national guard, the department shall issue
24to the person a special plates plate whose colors and design shall be determined by
25the department and which have has the words "Wisconsin guard member" placed on

1the plates plate in the manner designated by the department. The department shall
2consult with or obtain the approval of the adjutant general with respect to any word
3or symbol used to identify the national guard. An additional fee of $15 shall be
4charged for the issuance or reissuance of the plates plate. Registration plates issued
5under this subsection shall expire annually.
SB432, s. 31 6Section 31. 341.14 (6m) (b) of the statutes is amended to read:
SB432,14,117 341.14 (6m) (b) Except as provided in par. (c), if an individual in possession of
8a special plates plate under this subsection or of a personalized plates plate under
9s. 341.145 (1) (b) does not maintain membership in the national guard during a year
10which is not a plate issuance year, the individual shall dispose of the special plates
11plate in a manner prescribed by the department.
SB432, s. 32 12Section 32. 341.14 (6m) (d) 1. of the statutes is amended to read:
SB432,14,1913 341.14 (6m) (d) 1. If an applicant for initial issuance of a special plates plate
14under this subsection identifies himself or herself in the application as a member or
15former member of a Wisconsin national guard unit identified by the department of
16military affairs under subd. 5., the department shall provide to the applicant, to be
17affixed to one of the plates the plate issued under this subsection, a decal that
18includes a symbol associated with the unit of which the applicant is or was a member
19and instructions for placement of the decal on the special plate.
SB432, s. 33 20Section 33. 341.14 (6m) (d) 2. of the statutes is amended to read:
SB432,15,321 341.14 (6m) (d) 2. Upon receiving any application for renewal of registration
22of a vehicle for which a special plates have plate has been issued under this
23subsection, if the applicant identifies himself or herself in the application as a
24member or former member of a Wisconsin national guard unit identified by the
25department of military affairs under subd. 5. and if the department has not

1previously provided a decal under subd. 1. or 3., the department shall provide a decal
2described in subd. 1. to the applicant, with instructions for placement of the decal on
3one of the special plates plate.
SB432, s. 34 4Section 34. 341.14 (6m) (d) 3. of the statutes is amended to read:
SB432,15,135 341.14 (6m) (d) 3. Notwithstanding subd. 2., upon receiving any application for
6renewal of registration of a vehicle for which a special plates have plate has been
7issued under this subsection, if the applicant identifies himself or herself in the
8application as a member or former member of a Wisconsin national guard unit
9identified by the department of military affairs under subd. 5. and if the department
10is required under s. 341.135 (2) to issue a new registration plates plate for the vehicle,
11the department shall provide to the applicant, to be affixed to one of these plates the
12plate
, a decal described in subd. 1. and instructions for placement of the decal on the
13plate.
SB432, s. 35 14Section 35. 341.14 (6r) (b) 1. of the statutes is amended to read:
SB432,16,1415 341.14 (6r) (b) 1. Subject to subd. 1m., upon application to register an
16automobile or motor home, or a motor truck, dual purpose motor home or dual
17purpose farm truck which has a gross weight of not more than 8,000 pounds, or a
18farm truck which has a gross weight of not more than 12,000 pounds, by any person
19who is a resident of this state and a member of an authorized special group, the
20department shall issue to the person a special plates plate whose colors and design
21shall indicate that the vehicle is owned by a person who is a member of the applicable
22special group. The department may not issue any special group plates under par. (f)
2355., 60., or 61r. until 6 months after the department has received information
24sufficient for the department to determine that any approvals required for use of any
25logo, trademark, trade name or other commercial symbol designating the

1professional football team or the professional baseball team or associated with
2Harley-Davidson, Inc., have been obtained. Subject to sub. (9) (d), the department
3may not issue any special group plates under par. (f) 61m. until the department has
4received information sufficient for the department to determine that any license or
5other approval required for use of any logo, trademark or service mark, trade name
6or other commercial symbol to be used on or in association with these plates has been
7obtained. Notwithstanding s. 341.12 (2), if the department of corrections does not
8have flat-plate technology available for use in manufacturing license plates at
9quality and cost comparable to that available from the state of Minnesota, the
10department of transportation may not issue any special group plates under par. (f)
1159. unless the department of transportation purchases the plates from the state of
12Minnesota. Sections 16.70, 16.71, 16.72, 16.75, 16.752 to 16.755, 16.765, 16.77, and
1316.82 do not apply to purchases of plates issued under par. (f) 59. from the state of
14Minnesota.
SB432, s. 36 15Section 36. 341.14 (6r) (b) 2. of the statutes is amended to read:
SB432,16,2016 341.14 (6r) (b) 2. An additional fee of $15 shall be charged for the issuance or
17reissuance of the plates plate for special groups specified under par. (f), except that
18no additional fee may be charged under this subdivision for the issuance or
19reissuance of the plates plate for special groups specified under par. (f) 1. to 32., 49.
20to 49s., 51., or 56.

3plate issuance year, the individual shall dispose of the special plates plate in a
4manner prescribed by the department. This paragraph does not apply to plates a
5plate
issued to the surviving spouse of a fire fighter who died in the line of duty.
SB432,17,126 2. If an individual in possession of a special plates plate under par. (f) 33., 33m.,
734.,, 48., or 48m. or of a personalized plates plate under s. 341.145 (1) (c) of the same
8color and design as a special plates plate under par. (f) 33., 33m., 34.,, 48., or 48m.
9suffers an injury in the course of his or her job duties as a fire fighter, rescue squad
10member, or emergency medical technician and the injury prevents the individual
11from subsequently performing such job duties, the individual may retain these this
12special plates plate.
SB432, s. 38 13Section 38. 341.14 (7) of the statutes is amended to read:
SB432,17,1714 341.14 (7) The department shall disseminate information to all applicants for
15a registration plates plate under sub. (1), (1a), (1e), (1m) or (1q) relating to the
16parking privileges granted under s. 346.50 (2), (2a) or (3) and their right to request
17enforcement of s. 346.505.
SB432, s. 39 18Section 39. 341.142 of the statutes is amended to read:
SB432,18,9 19341.142 Veterans honorary medal decals. If any person who is registering
20or has registered a vehicle specified in s. 341.14 (6r) (b) 1. submits a statement from
21the U.S. department of veterans affairs certifying to the department that the person
22has been awarded a medal authorized under an act of congress relating to that
23person's service in the U.S. armed forces, as defined in s. 40.02 (57m), the department
24shall, free of charge, procure, issue and deliver to that veteran one decal, similar in
25appearance to the medal awarded to that veteran, for each motor vehicle registered

1in the name of that veteran. Notwithstanding s. 341.61 (3), a decal issued under this
2section shall be displayed in the manner directed by the department on the rear
3registration plate of the vehicle registered in the name of the veteran to whom the
4decal was issued. The department shall specify one combination of colors and design
5for each medal authorized under an act of congress for which a statement has been
6received by the department under this section, except that the department may not
7specify the colors or design unless the colors and design are approved in writing by
8the state department of veterans affairs. Not more than one decal may be issued
9under this section for each motor vehicle registered in the name of a veteran.

11plates plate only upon request and if:
SB432, s. 47 12Section 47. 341.145 (3) of the statutes is amended to read:
SB432,19,2513 341.145 (3) In addition to the regular application fee provided under s. 341.25
14(1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized
15registration plate issued on an annual basis shall pay a fee of $15 for the issuance
16of the plate and $15 in each succeeding year to maintain the plate. In addition to the
17regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
18applicant for a personalized registration plate issued on a biennial basis shall pay
19a fee of $30 for issuance of the plate if the plate is issued during the first year of the
20biennial registration period or $15 for issuance of the plate if the plate is issued
21during the 2nd year of the biennial registration period. The fee to maintain a
22personalized plate issued on a biennial basis is $30. The fee for reissuance of a
23personalized plate shall be $15 for an annual registration and $30 for a biennial
24registration. An applicant for a personalized plates plate issued under sub. (1) (b)
25or (c) shall not be required to pay the fee for initial issuance of the plates plate.
SB432, s. 48
1Section 48. 341.145 (7) of the statutes is amended to read:
SB432,20,72 341.145 (7) The department may refuse to issue any combination of letters or
3numbers, or both, which may carry connotations offensive to good taste or decency,
4or which would be misleading, or in conflict with the issuance of any other
5registration plates plate. All decisions of the department with respect to
6personalized registration plate applications shall be final and not subject to judicial
7review under ch. 227.
SB432, s. 49 8Section 49. 341.145 (8) of the statutes is amended to read:
SB432,20,199 341.145 (8) The department may cancel and order the return of any
10personalized registration plates plate issued which contain contains any
11combination of letters or numbers, or both, which the department determines may
12carry connotations offensive to good taste and decency or which may be misleading.
13Any person ordered to return such plates a plate under this subsection shall either
14be reimbursed for any additional fees they paid for the plates plate for the
15registration year in which they are recalled, or be given at no additional cost a
16replacement personalized registration plates plate, the issuance of which is in
17compliance with the statutes. A person who fails to return a personalized
18registration plates plate upon request of the department may be required to forfeit
19not more than $200.

SB432, s. 52 5Section 52. 341.15 (1g) of the statutes is created to read:
SB432,21,126 341.15 (1g) The owner of any vehicle for which 2 registration plates were issued
7before the effective date of this subsection .... [LRB inserts date], may remove and
8destroy one registration plate from the vehicle but is not required to do so until such
9time as the department issues a new plate upon the renewal of registration of the
10vehicle. If a person removes and destroys one plate, the plate removed may not
11display a registration decal or tag and the remaining plate must comply with the
12requirements of sub. (1).

15rigidly in a horizontal position and conspicuous place. The plates plate shall at all

18of any vehicle on which plates are a plate is not properly displayed to display such
19plates

SB432, s. 54 20Section 54. 341.16 (1) (a) of the statutes is amended to read:
SB432,21,2521 341.16 (1) (a) Whenever a current registration plate is lost or destroyed, the
22owner of the vehicle to which the plate was attached shall immediately apply to the
23department for replacement. Except as provided in par. (b) and sub. (2m), upon
24satisfactory proof of the loss or destruction of the plate and upon payment of a fee of
25$2 for each the plate, the department shall issue a replacement.

1Section 55. 341.16 (1) (b) of the statutes is amended to read:
SB432,22,62 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate
3issued under s. 341.14 (6m) (a), (6r) (b), or (6w) or a special personalized plate issued
4under s. 341.145 (1) (b), (c), or (f) and upon payment of a fee of $5 for each the plate
5or, if the plate is for a special group specified under s. 341.14 (6r) (f) 35. to 47. or 53.,
6$6 for each the plate, the department shall issue a replacement.
SB432, s. 56 7Section 56. 341.16 (2) of the statutes is amended to read:
SB432,22,138 341.16 (2) Whenever a current registration plate becomes illegible, the owner
9of the vehicle to which the plate is attached shall apply to the department for a
10replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
11illegibility, and upon payment of a fee of $2 for each the plate, the department shall
12issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
13the illegible plate.
SB432, s. 57 14Section 57. 341.16 (2e) of the statutes, as created by 2011 Wisconsin Act 32,
15is amended to read:
SB432,22,2116 341.16 (2e) The owner of a vehicle to which a special group plates plate under
17s. 341.14 (6r) (f) 33. or 48. are is attached may apply to the department for a
18replacement special group plates plate under s. 341.14 (6r) (f) 33m. or 48m.,
19respectively. Upon receipt of the application and payment of a fee of $40, the
20department shall issue the replacement special group plates plate. Upon receipt of
21a replacement plates plate, the applicant shall destroy the replaced plates plate.
SB432, s. 58 22Section 58. 341.16 (2m) of the statutes is amended to read:
SB432,23,423 341.16 (2m) Upon request therefor and payment of a fee of $10, the department
24may issue an applicant for a replacement plates plate for an automobile registered
25pursuant to the registration system under s. 341.27 a registration plates plate of the

1design specified in s. 341.13 for the plate issuance cycle next succeeding the cycle
2under which the original plates were plate was issued. The department may limit
3the receipt of requests under this subsection to applicants for a renewal registration
4of a motor vehicle.
SB432, s. 59 5Section 59. 341.16 (3) of the statutes is amended to read:
SB432,23,96 341.16 (3) When issuing a replacement plate, the department may assign a
7new number and issue a new plate rather than a duplicate of the original if in its
8judgment that is in the best interests of economy or prevention of fraud. Upon receipt
9of a replacement plate, the applicant shall destroy all plates the plate replaced.
SB432, s. 60 10Section 60. 341.16 (4) of the statutes, as affected by 2011 Wisconsin Act 32,
11is amended to read:
SB432,23,1412 341.16 (4) Any person issued a replacement plates plate who fails to destroy
13the original plates plate as required by sub. (2), (2e), or (3) may be required to forfeit
14not more than $200.
SB432, s. 61 15Section 61. 341.265 (1) of the statutes is amended to read:
SB432,24,216 341.265 (1) Any person who is a resident of this state and the owner or
17subsequent transferee of a motor vehicle which has a model year of 1945 or earlier
18and which has not been altered or modified from the original manufacturer's
19specifications may upon application register the same as an antique vehicle upon
20payment of a fee of $5, and be furnished a registration plates plate of a distinctive
21design, in lieu of the usual registration plates plate, which shall show in addition to
22the registration number that the vehicle is an antique. The registration shall be
23valid while the vehicle is owned by the applicant without the payment of any
24additional fee. The vehicle shall only be used for special occasions such as display
25and parade purposes or for necessary testing, maintenance and storage purposes.

1A motorcycle may be registered as an antique vehicle if all of the requirements for
2registration specified in this subsection are satisfied.
SB432, s. 62 3Section 62. 341.265 (1m) of the statutes is amended to read:
SB432,24,84 341.265 (1m) A person who registers an antique motor vehicle under sub. (1)
5may furnish and display on the vehicle a historical plate from or representing the
6model year of the vehicle if the registration and plates plate issued by the department
7are simultaneously carried in or, with respect to an antique motorcycle, with the
8vehicle and are available for inspection.
SB432, s. 63 9Section 63. 341.266 (2) (a) of the statutes is amended to read:
SB432,24,1810 341.266 (2) (a) Any person who is the owner of a special interest vehicle that
11is a former military vehicle, or that is not a former military vehicle and is 20 or more
12years old at the time of making application for registration or transfer of title of the
13vehicle, and who, unless the owner is an historical society that is exempt from federal
14income taxes, owns, has registered in this state, and uses for regular transportation
15at least one vehicle that has a regular registration plates plate may upon application
16register the vehicle as a special interest vehicle upon payment of a fee under par. (b).
17A former military vehicle may be registered under this paragraph notwithstanding
18s. 341.10 (6).
SB432, s. 64 19Section 64. 341.266 (2) (c) of the statutes is amended to read:
SB432,24,2420 341.266 (2) (c) The department shall furnish the owner of the vehicle with a
21registration plates plate of a distinctive design in lieu of the usual registration plates
22plate, and those plates that plate shall show that the vehicle is a special interest
23vehicle owned by a Wisconsin collector. Upon application, the owner may reregister
24the vehicle without the payment of any additional fee.

1341.266 (2) (d) Each collector applying for a special interest vehicle registration
2plates plate will be issued a collector's identification number which will appear on
3each the plate. Second and all subsequent registrations under this section by the
4same collector will bear the same collector's identification number followed by a
5suffix letter for vehicle identification.

SB432,25,117 341.266 (2) (e) 3. Except as provided in s. 341.09 (7), no special interest vehicle
8may be operated upon any highway of this state during the month of January unless
9the owner of the vehicle reregisters the vehicle under s. 341.25 and replaces the
10distinctive registration plates plate issued under par. (c) with a regular registration
11plates plate or transfers a regular registration plates plate to the vehicle.
