SJR30,1,1 1Relating to: memorializing Congress to not enact the Employee Free Choice Act.
SJR30,1,42 Whereas, under the National Labor Relations Act, workers are granted the
3right to join or form a labor union and to bargain collectively over wages, hours, and
4working conditions; and
SJR30,1,75 Whereas, a union is already required to secure the support of the majority of
6employees through a free and fair election before the union may be acknowledged as
7the employees' representative; and
SJR30,1,108 Whereas, currently, the National Labor Relations Board (NLRB) administers
9elections, which utilize private ballots. An independent federal agency agent
10observes elections to ensure no parties unfairly influence how individuals vote; and
SJR30,1,1211 Whereas, according to the NLRB, these elections yield union support 55 percent
12of the time; and
SJR30,1,1513 Whereas, the so-called Employee Free Choice Act (EFCA) threatens to
14undermine the secret ballot provision and effectively replace it with a "card check
15system"; and

1Whereas, to maintain fair, representative union elections, Congress should
2oppose EFCA legislation; now, therefore, be it
SJR30,2,5 3Resolved by the senate, the assembly concurring, That the Wisconsin
4legislature denounces the EFCA and asks that Congress ignore 2007 Wisconsin
5Senate Resolution 7; and, be it further
SJR30,2,7 6Resolved, That the legislature urges Congress to not pass the EFCA and to
7oppose any effort to eliminate a worker's right to a private ballot.
