This report is transmitted as required by s. 20.002 (11)(f), Wisconsin Statutes, (for distribution to the appropriate standing committees under s. 13.172 (3), Wisconsin Statutes) and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative cash balances during the month of October 2012.
On October 1, 2012, the Medical Assistance Trust Fund cash balance closed at a negative $4.4 million (its intra-month low). The cash balance was negative until October 23, 2012, when it closed at a positive $187 thousand.
A1057 On October 1, 2012, the Critical Access Hospital Assessment Fund cash balance closed at a negative $98 thousand (its intra-month low). The cash balance was negative until October 2, 2012, when it closed at a positive $113 thousand.
The Medical Assistance Trust Fund and Critical Access Hospital Assessment Fund shortfalls were due to the difference in the timing of revenues and expenditures, were not in excess of the statutory interfund borrowing limitations and did not exceed the balances of the funds available for interfund borrowing.
The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. Therefore, the monthly calculation by the State Controller's Office will automatically reflect the use temporary reallocations of balance authority, and as a result, the funds requiring the use of the authority will effectively bear the interest cost.

To the Honorable, the Legislature:
It's my pleasure to share with you some of the successes we are seeing with Wisconsin's electronics recycling program, E-Cycle Wisconsin. This program, which expands electronics recycling options for Wisconsin households and schools with financial support from electronics manufacturers, is helping create jobs in our state and reducing costs for local taxpayers.
With more than 400 collection sites in 69 of the state's 72 counties, E-Cycle Wisconsin is making it easier for us all to properly recycle the old TVs, computers and VCRs sitting in our basements and closets. During the most recent program year, Wisconsin households and schools recycled 39.1 million pounds of electronics, allowing the metal, plastic and glass to be used in new manufacturing rather than sitting in a landfill. That's about 6.8 pounds per person, one of the highest collection rates in the nation. By the end of2012, we expect the program will have collected 100 million pounds since it began in January 2010.
Enclosed is the annual report on Wisconsin's electronics recycling law, required under s. 287.17 (10), Wis. Stats. The report includes a summary of program results to date, an update on implementation of the bans on landfilling or incinerating electronics, and a summary of the law's economic impacts. As required under the statute, the report also includes a discussion of potential challenges and recommendations for small tweaks to the law to help it work better for businesses and consumers.
