24graduate degree from a regionally accredited nonprofit, postsecondary educational
25institution.

1Section 5. 118.40 (3) (f) of the statutes is created to read:
AB549-ASA1,3,112 118.40 (3) (f) 1. In this paragraph, a person has a proven track record of success
3if, during each of the 2 immediately preceding school years, a person operated a
4charter school in which the total percentage of pupils attending the charter school
5who received a score of advanced or proficient on the state assessments for math and
6reading under ss. 118.30 and 121.02 (1) (r), or on alternate assessments for math or
7reading under individualized education programs, in all tested grades is at least 10
8percentage points greater than the total percentage of pupils attending public
9schools operated by the school board that governs the school district in which the
10charter school is located who received the same scores on the same assessments in
11the same grades.
AB549-ASA1,3,1712 2. Subject to subd. 4., an entity under sub. (2r) (b) 1. that has contracted with
13a person to operate a charter school shall, upon receiving a letter of intent under
14subd. 3. from the person, amend the existing contract or enter into a new contract
15with the person to authorize the person to operate one or more additional charter
16schools if the person has a proven track record of success for each charter school the
17person operates in this state.
AB549-ASA1,3,1918 3. To operate an additional charter school under subd. 2., a person must submit
19to the entity under sub. (2r) (b) 1. a letter of intent that includes all of the following:
AB549-ASA1,3,2020 a. The date on which instruction will begin at each additional charter school.
AB549-ASA1,3,2121 b. The general location of each additional charter school.
AB549-ASA1,3,2422 c. A description of any potential facility that may be used by each additional
23charter school, including the approximate number of pupils that each facility may
24safely accommodate.

1d. Evidence demonstrating that the person has a proven track record of success
2for each charter school the person operates in this state.
AB549-ASA1,4,53 4. An entity under sub. (2r) (b) 1. shall authorize a person to operate no more
4than 2 additional charter schools per school year under this paragraph, unless the
5parties agree to more than 2.
AB549-ASA1,4,96 5. An additional charter school authorized under this paragraph is not a
7satellite or subsidiary campus of the charter school for which the operator
8demonstrated a proven track record of success under subd. 2. and is considered an
9individual school for funding purposes.
AB549-ASA1,6 10Section 6. 118.60 (2) (c) 3. of the statutes is created to read:
AB549-ASA1,4,1811 118.60 (2) (c) 3. Notwithstanding par. (a) 6., a person who is enrolled in an
12accredited institution of higher education, has earned at least 48 higher education
13credits, has completed at least 80 hours of training, and has had a criminal
14background check conducted to ensure that he or she has not been convicted of an
15offense specified in s. 118.19 (4) (a) may engage in student teaching at a private
16school participating in the program under this section during its summer session if
17the person supervising the student teacher satisfies all of the following
18requirements:
AB549-ASA1,4,1919 a. Has a bachelor's degree from an accredited institution of higher education.
AB549-ASA1,4,2120 b. Has taught full-time at an elementary or secondary school for at least 2
21years.
AB549-ASA1,4,2222 c. Supervises no more than 3 student teachers during the same semester.
AB549-ASA1,4,2423 d. Is often present in the student teacher's classroom to observe his or her
24teaching.
AB549-ASA1,4,2525 e. Meets with the student teacher before and after school each school day.

1f. At least weekly, reviews the lesson plans of the student teacher.
AB549-ASA1,5,32 g. At least weekly, provides an individual coaching session to the student
3teacher.
