AB384-ASA1,1,3 1An Act to create 13.099 and 227.115 of the statutes; relating to: requiring a
2review of and report on introduced bills and proposed administrative rules that
3affect housing and granting rule-making authority.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB384-ASA1, s. 1 4Section 1. 13.099 of the statutes is created to read:
AB384-ASA1,1,5 513.099 Review of bills affecting housing. (1) Definitions. In this section:
AB384-ASA1,1,66 (a) "Department" means the department of administration.
AB384-ASA1,1,77 (b) "State housing strategy plan" means the plan developed under s. 16.31.
AB384-ASA1,1,14 8(2) Report on bills affecting housing. (a) If any bill that is introduced in
9either house of the legislature directly or substantially affects the development,
10construction, cost or availability of housing in this state, the department, through
11the division of housing, shall prepare a report on the bill within 30 days after it is
12introduced. The department may request any information from other state agencies,
13local governments or individuals or organizations that is reasonably necessary for
14the department to prepare the report.

1(b) A bill that requires a report by the department under this section shall have
2that requirement noted on its jacket when the jacket is prepared. When a bill that
3requires a report under this section is introduced, the legislative reference bureau
4shall submit a copy of the bill to the department.
AB384-ASA1,2,65 (c) The report prepared under this section shall be printed as an appendix to
6that applicable bill and shall be distributed in the same manner as amendments.
AB384-ASA1,2,9 7(3) Findings of the department to be contained in the report. (a) The report
8of the department shall contain information about the effect of the bill on housing in
9this state, including information on the effect of the bill on all of the following:
AB384-ASA1,2,1110 1. The policies, strategies and recommendations of the state housing strategy
11plan.
AB384-ASA1,2,1312 2. The cost of constructing, rehabilitating, improving or maintaining single
13family or multifamily dwellings.
AB384-ASA1,2,1414 3. The purchase price of housing.
AB384-ASA1,2,1515 4. The cost and availability of financing to purchase or develop housing.
AB384-ASA1,2,1616 5. Housing costs, as defined in s. 16.30 (3) (a) and (b).
AB384-ASA1,2,1817 (b) The report shall analyze the relative impact of the effects of the bill on low-
18and moderate-income households.
AB384-ASA1,2,20 19(4) Rule-making authority. The department may promulgate any rules
20necessary for the administration of this section.
AB384-ASA1, s. 2 21Section 2. 227.115 of the statutes is created to read:
AB384-ASA1,2,23 22227.115 Review of rules affecting housing. (1) Definitions. In this
23section:
AB384-ASA1,2,2424 (a) "Department" means the department of administration.
AB384-ASA1,2,2525 (b) "State housing strategy plan" means the plan developed under s. 16.31.

1(2) Report on rules affecting housing. If a proposed rule directly or
2substantially affects the development, construction, cost or availability of housing
3in this state, the department, through the division of housing, shall prepare a report
4on the proposed rule before it is submitted to the joint legislative council staff under
5s. 227.15. The department may request any information from other state agencies,
6local governments or individuals or organizations that is reasonably necessary for
7the department to prepare the report.
AB384-ASA1,3,11 8(3) Findings of the department to be contained in the report. (a) The report
9of the department shall contain information about the effect of the proposed rule on
10housing in this state, including information on the effect of the proposed rule on all
11of the following:

13plan.
AB384-ASA1,3,1514 2. The cost of constructing, rehabilitating, improving or maintaining single
15family or multifamily dwellings.

AB384-ASA1,3,1717 4. The cost and availability of financing to purchase or develop housing.
AB384-ASA1,3,1818 5. Housing costs, as defined in s. 16.30 (3) (a) and (b).
AB384-ASA1,3,2019 (b) The report shall analyze the relative impact of the effects of the proposed
20rule on low- and moderate-income households.
AB384-ASA1,3,22 21(4) Applicability. This section does not apply to emergency rules promulgated
22under s. 227.24.
AB384-ASA1,3,24 23(5) Rule-making authority. The department may promulgate any rules
24necessary for the administration of this section.

1(1) This act first applies to a bill introduced, or proposed rule submitted to the
2joint legislative council staff for review, on the effective date of this subsection.
AB384-ASA1, s. 4 3Section 4. Effective date.
AB384-ASA1,4,5 4(1)This act takes effect on the first day of the 7th month beginning after
5publication.
