SB204,9,211 341.14 (1) If any resident of this state who is registering or has registered an
12automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
13which has a gross weight of not more than 8,000 pounds, a farm truck which has a
14gross weight of not more than 12,000 pounds or a motor home submits a statement
15once every 4 years, as determined by the department, from the U.S. department of
16veterans affairs certifying to the department that the resident is, by reason of
17injuries sustained while in the active U.S. military service, a person with a disability
18that limits or impairs the ability to walk, the department shall procure, issue and
19deliver to the veteran, plates a plate of a special design in lieu of the plates plate
20which ordinarily would be issued for the vehicle, and shall renew the plates plate.
21The plates plate shall be colored red, white, and blue and the department shall
22consult the department of veterans affairs before specifying the design of the plates
23plate. The plates plate shall be so designed as to readily apprise law enforcement
24officers of the fact that the vehicle is owned by a disabled veteran and is entitled to

1the parking privileges specified in s. 346.50 (2). No charge in addition to the
2registration fee shall be made for the issuance or renewal of such plates the plate.
SB204,21 3Section 21. 341.14 (1a) of the statutes is amended to read:
SB204,9,224 341.14 (1a) If any resident of this state, who is registering or has registered an

17a plate of a special design in lieu of plates the plate which ordinarily would be issued
18for the vehicle, and shall renew the plates plate. The plates plate shall be so designed
19as to readily apprise law enforcement officers of the fact that the vehicle is owned by
20a nonveteran disabled person and is entitled to the parking privileges specified in s.
21346.50 (2a). No charge in addition to the registration fee shall be made for the
22issuance or renewal of such plates the plate.
SB204,22 23Section 22. 341.14 (1m) of the statutes is amended to read:
SB204,9,2524 341.14 (1m) If any licensed driver submits to the department a statement once
25every 4 years, as determined by the department, from a physician licensed to practice

1medicine in any state, from a public health nurse certified or licensed to practice in
2any state, from an advanced practice nurse licensed to practice nursing in any state,
3from a physician assistant licensed or certified to practice in any state, from a
4podiatrist licensed to practice in any state, from a chiropractor licensed to practice
5chiropractic in any state, or from a Christian Science practitioner residing in this
6state and listed in the Christian Science journal certifying that another person who
7is regularly dependent on the licensed driver for transportation is a person with a
8disability that limits or impairs the ability to walk, the department shall issue and
9deliver to the licensed driver plates a plate of a special design in lieu of the plates
10plate which ordinarily would be issued for the automobile or motor truck, dual
11purpose motor home or dual purpose farm truck having a gross weight of not more
12than 8,000 pounds, farm truck having a gross weight of not more than 12,000 pounds
13or motor home, and shall renew the plates plate. The plates plate shall be so designed
14as to readily apprise law enforcement officers of the fact that the vehicle is operated
15by a licensed driver on whom a disabled person is regularly dependent and is entitled
16to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
17registration fee may be made for the issuance or renewal of the plates plate. The
18plates plate shall conform to the plates plate required in sub. (1a).
SB204,23 19Section 23. 341.14 (1q) of the statutes is amended to read:
SB204,11,1320 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
21purpose motor home or dual purpose farm truck which has a gross weight of not more
22than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
23pounds or a motor home, for an employee's use submits to the department a
24statement once every 4 years, as determined by the department, from a physician
25licensed to practice medicine in any state, from an advanced practice nurse licensed

1to practice nursing in any state, from a public health nurse certified or licensed to
2practice in any state, from a physician assistant licensed or certified to practice in

SB204,24 14Section 24. 341.14 (2) of the statutes is amended to read:
SB204,12,215 341.14 (2) Upon compliance with the laws relating to registration of
16automobiles and motor homes; motor trucks, dual purpose motor homes, and dual
17purpose farm trucks which have a gross weight of not more than 8,000 pounds; and
18farm trucks which have a gross weight of not more than 12,000 pounds, including
19payment of the prescribed registration fees therefor plus an additional fee of $15
20when a registration plates are plate is issued accompanied by an application showing
21satisfactory proof that the applicant is the holder of an unexpired amateur radio
22station license issued by the federal communications commission, the department
23shall issue a registration plates plate on which, in lieu of the usual registration
24number, shall be inscribed in large legible form the call letters of such applicant as

1assigned by the federal communications commission. The fee for reissuance of a
2plate under this subsection shall be $15.
SB204,25 3Section 25. 341.14 (2m) of the statutes is amended to read:
SB204,12,154 341.14 (2m) Upon compliance with laws relating to registration of motor
5vehicles, including payment of the prescribed fee, and an additional fee of $15 when
6the original or new registration plates are plate is issued and accompanied by an
7application showing satisfactory proof that the applicant has a collector's
8identification number as provided in s. 341.266 (2) (d), the department shall issue a
9registration plates plate on which, in lieu of the usual registration number, shall be
10inscribed the collector's identification number issued under s. 341.266 (2) (d). The
11words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
12of the plate at the discretion of the department. Additional registrations under this
13subsection by the same collector shall bear the same collector's identification number
14followed by a suffix letter for vehicle identification. Registration plates issued under
15this subsection shall expire annually.
SB204,26 16Section 26. 341.14 (5) of the statutes is amended to read:
SB204,12,2017 341.14 (5) Upon application by any person awarded the congressional medal
18of honor and submission of proper proof thereof, the department shall issue a special
19plates plate so designed as to indicate such award. No charge whatever shall be made
20for the issuance of such plates the plate.
SB204,27 21Section 27. 341.14 (6) (c) of the statutes is amended to read:
SB204,12,2422 341.14 (6) (c) A person who maintains no more than one registration under this
23subsection at one time shall not be charged a fee for registration of the vehicle or
24issuance of the plates plate.
SB204,28 25Section 28. 341.14 (6) (d) of the statutes is amended to read:

1341.14 (6) (d) For each additional vehicle, a person who maintains more than
2one registration under this subsection at one time shall be charged a fee of $15 for
3issuance or reissuance of the plates plate in addition to the annual registration fee
4for the vehicle. Except as provided in par. (c), a motor truck or dual purpose farm
5truck registered under this subsection shall be registered under this paragraph.
SB204,29 6Section 29. 341.14 (6m) (a) of the statutes is amended to read:
SB204,13,187 341.14 (6m) (a) Upon application to register an automobile or a motor home,
8or a motor truck, dual purpose motor home, or dual purpose farm truck which has
9a gross weight of not more than 8,000 pounds, or a farm truck which has a gross
10weight of not more than 12,000 pounds, by any person who is a resident of this state
11and a member or retired member of the national guard, the department shall issue
12to the person a special plates plate whose colors and design shall be determined by
13the department and which have has the words "Wisconsin guard member" placed on
14the plates plate in the manner designated by the department. The department shall
15consult with or obtain the approval of the adjutant general with respect to any word
16or symbol used to identify the national guard. An additional fee of $15 shall be
17charged for the issuance or reissuance of the plates plate. Registration plates issued
18under this subsection shall expire annually.
SB204,30 19Section 30. 341.14 (6m) (b) of the statutes is amended to read:
SB204,13,2420 341.14 (6m) (b) Except as provided in par. (c), if an individual in possession of
21a special plates plate under this subsection or of a personalized plates plate under
22s. 341.145 (1) (b) does not maintain membership in the national guard during a year
23which is not a plate issuance year, the individual shall dispose of the special plates
24plate in a manner prescribed by the department.
SB204,31 25Section 31. 341.14 (6m) (d) 1. of the statutes is amended to read:

1341.14 (6m) (d) 1. If an applicant for initial issuance of a special plates plate
2under this subsection identifies himself or herself in the application as a member or
3former member of a Wisconsin national guard unit identified by the department of
4military affairs under subd. 5., the department shall provide to the applicant, to be
5affixed to one of the plates the plate issued under this subsection, a decal that
6includes a symbol associated with the unit of which the applicant is or was a member
7and instructions for placement of the decal on the special plate.
SB204,32 8Section 32. 341.14 (6m) (d) 2. of the statutes is amended to read:
SB204,14,169 341.14 (6m) (d) 2. Upon receiving any application for renewal of registration
10of a vehicle for which a special plates have plate has been issued under this
11subsection, if the applicant identifies himself or herself in the application as a
12member or former member of a Wisconsin national guard unit identified by the
13department of military affairs under subd. 5. and if the department has not
14previously provided a decal under subd. 1. or 3., the department shall provide a decal
15described in subd. 1. to the applicant, with instructions for placement of the decal on
16one of the special plates plate.
SB204,33 17Section 33. 341.14 (6m) (d) 3. of the statutes is amended to read:
SB204,15,218 341.14 (6m) (d) 3. Notwithstanding subd. 2., upon receiving any application for
19renewal of registration of a vehicle for which a special plates have plate has been
20issued under this subsection, if the applicant identifies himself or herself in the
21application as a member or former member of a Wisconsin national guard unit
22identified by the department of military affairs under subd. 5. and if the department
23is required under s. 341.135 to issue a new registration plates plate for the vehicle,
24the department shall provide to the applicant, to be affixed to one of these plates the

, a decal described in subd. 1. and instructions for placement of the decal on the
2plate.
SB204,34 3Section 34. 341.14 (6r) (b) 1. of the statutes is amended to read:
SB204,16,34 341.14 (6r) (b) 1. Subject to subd. 1m., upon application to register an
5automobile or motor home, or a motor truck, dual purpose motor home or dual
6purpose farm truck which has a gross weight of not more than 8,000 pounds, or a
7farm truck which has a gross weight of not more than 12,000 pounds, by any person
8who is a resident of this state and a member of an authorized special group, the
9department shall issue to the person a special plates plate whose colors and design
10shall indicate that the vehicle is owned by a person who is a member of the applicable
11special group. The department may not issue any special group plates under par. (f)
1255., 60., or 61r. until 6 months after the department has received information
13sufficient for the department to determine that any approvals required for use of any
14logo, trademark, trade name or other commercial symbol designating the
15professional football team or professional baseball team or associated with
16Harley-Davidson, Inc., have been obtained. Subject to sub. (9) (d), the department
17may not issue any special group plates under par. (f) 61m. until the department has
18received information sufficient for the department to determine that any license or
19other approval required for use of any logo, trademark or service mark, trade name
20or other commercial symbol to be used on or in association with these plates has been
21obtained. Notwithstanding s. 341.12 (2), if the department of corrections does not
22have flat-plate technology available for use in manufacturing license plates at
23quality and cost comparable to that available from the state of Minnesota, the
24department of transportation may not issue any special group plates under par. (f)
2559. unless the department of transportation purchases the plates from the state of

1Minnesota. Sections 16.70, 16.71, 16.72, 16.75, 16.752 to 16.755, 16.765, 16.77, and
216.82 do not apply to purchases of plates issued under par. (f) 59. from the state of
3Minnesota.
SB204,35 4Section 35. 341.14 (6r) (b) 2. of the statutes is amended to read:
SB204,16,95 341.14 (6r) (b) 2. An additional fee of $15 shall be charged for the issuance or
6reissuance of the plates plate for special groups specified under par. (f), except that
7no additional fee may be charged under this subdivision for the issuance or
8reissuance of the plates plate for special groups specified under par. (f) 1. to 32., 49.
9to 49s., 51., or 56.
SB204,36 10Section 36. 341.14 (6r) (g) of the statutes is amended to read:
SB204,16,1811 341.14 (6r) (g) 1. Except as provided in subd. 2. and sub. (8) (a), if an individual
12in possession of a special plates plate under par. (f) 33., 33m., 34., 48., or 48m. or of
13a personalized plates plate under s. 341.145 (1) (c) of the same color and design as
14a special plates plate under par. (f) 33., 33m., 34., 48., or 48m. does not maintain
15membership in the applicable authorized special group during a year that is not a
16plate issuance year, the individual shall dispose of the special plates plate in a
17manner prescribed by the department. This paragraph does not apply to plates a
18plate
issued to the surviving spouse of a fire fighter who died in the line of duty.
SB204,16,2519 2. If an individual in possession of a special plates plate under par. (f) 33., 33m.,
2034., 48., or 48m. or of a personalized plates plate under s. 341.145 (1) (c) of the same
21color and design as a special plates plate under par. (f) 33., 33m., 34., 48., or 48m.
22suffers an injury in the course of his or her job duties as a fire fighter, rescue squad
23member, or emergency medical technician and the injury prevents the individual
24from subsequently performing such job duties, the individual may retain these this
25special plates plate.

1Section 37. 341.14 (7) of the statutes is amended to read:

4parking privileges granted under s. 346.50 (2), (2a) or (3) and their right to request

SB204,38 6Section 38. 341.142 of the statutes is amended to read:
SB204,17,22 7341.142 Veterans honorary medal decals. If any person who is registering
8or has registered a vehicle specified in s. 341.14 (6r) (b) 1. submits a statement from
9the U.S. department of veterans affairs certifying to the department that the person
10has been awarded a medal authorized under an act of congress relating to that
11person's service in the U.S. armed forces, as defined in s. 40.02 (57m), the department
12shall, free of charge, procure, issue and deliver to that veteran one decal, similar in
13appearance to the medal awarded to that veteran, for each motor vehicle registered
14in the name of that veteran. Notwithstanding s. 341.61 (3), a decal issued under this
15section shall be displayed in the manner directed by the department on the rear
16registration plate of the vehicle registered in the name of the veteran to whom the
17decal was issued. The department shall specify one combination of colors and design
18for each medal authorized under an act of congress for which a statement has been
19received by the department under this section, except that the department may not
20specify the colors or design unless the colors and design are approved in writing by
21the state department of veterans affairs. Not more than one decal may be issued
22under this section for each motor vehicle registered in the name of a veteran.

SB204,46 3Section 46. 341.145 (3) of the statutes is amended to read:
SB204,19,164 341.145 (3) In addition to the regular application fee provided under s. 341.25
5(1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized
6registration plate issued on an annual basis shall pay a fee of $15 for the issuance
7of the plate and $15 in each succeeding year to maintain the plate. In addition to the
8regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
9applicant for a personalized registration plate issued on a biennial basis shall pay
10a fee of $30 for issuance of the plate if the plate is issued during the first year of the
11biennial registration period or $15 for issuance of the plate if the plate is issued
12during the 2nd year of the biennial registration period. The fee to maintain a
13personalized plate issued on a biennial basis is $30. The fee for reissuance of a
14personalized plate shall be $15 for an annual registration and $30 for a biennial
15registration. An applicant for a personalized plates plate issued under sub. (1) (b)
16or (c) shall not be required to pay the fee for initial issuance of the plates plate.
SB204,47 17Section 47. 341.145 (7) of the statutes is amended to read:
SB204,19,2318 341.145 (7) The department may refuse to issue any combination of letters or
19numbers, or both, which may carry connotations offensive to good taste or decency,
20or which would be misleading, or in conflict with the issuance of any other
21registration plates plate. All decisions of the department with respect to
22personalized registration plate applications shall be final and not subject to judicial
23review under ch. 227.
SB204,48 24Section 48. 341.145 (8) of the statutes is amended to read:

1341.145 (8) The department may cancel and order the return of any
2personalized registration plates plate issued which contain contains any
3combination of letters or numbers, or both, which the department determines may
4carry connotations offensive to good taste and decency or which may be misleading.
5Any person ordered to return such plates a plate under this subsection shall either
6be reimbursed for any additional fees they paid for the plates plate for the
7registration year in which they are recalled, or be given at no additional cost a
8replacement personalized registration plates plate, the issuance of which is in
9compliance with the statutes. A person who fails to return a personalized
10registration plates plate upon request of the department may be required to forfeit
11not more than $200.
SB204,49 12Section 49. 341.15 (1) (intro.) of the statutes is amended to read:

14plate shall be attached to the front and one to the rear of the vehicle.

18rear, except that a plate issued to or for a municipality under s. 341.26 (2m) may be
19attached to the front of the vehicle if the design or use of the vehicle is such as to make
20a plate attached to the rear difficult to see and read.
SB204,51 21Section 51. 341.15 (1g) of the statutes is created to read:
SB204,21,322 341.15 (1g) The owner of any vehicle for which 2 registration plates were issued
23before the effective date of this subsection .... [LRB inserts date], may remove and
24destroy one registration plate from the vehicle but is not required to do so until such
25time as the department issues a new plate upon the renewal of registration of the

1vehicle. If a person removes and destroys one plate, the plate removed may not
2display a registration decal or tag and the remaining plate must comply with the
3requirements of sub. (1).

13times be maintained in a legible condition and shall be so displayed that they it can
14be readily and distinctly seen and read. Any peace officer may require the operator
15of any vehicle on which plates are a plate is not properly displayed to display such
16plates
the plate as required by this section.
SB204,55 17Section 55. 341.16 (1) (a) of the statutes is amended to read:
SB204,21,2218 341.16 (1) (a) Whenever a current registration plate is lost or destroyed, the
19owner of the vehicle to which the plate was attached shall immediately apply to the
20department for replacement. Except as provided in par. (b) and sub. (2m), upon
21satisfactory proof of the loss or destruction of the plate and upon payment of a fee of
22$2 for each the plate, the department shall issue a replacement.
SB204,56 23Section 56. 341.16 (1) (b) of the statutes is amended to read:

SB204,57 4Section 57. 341.16 (2) of the statutes is amended to read:
SB204,22,105 341.16 (2) Whenever a current registration plate becomes illegible, the owner
6of the vehicle to which the plate is attached shall apply to the department for a
7replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
8illegibility, and upon payment of a fee of $2 for each the plate, the department shall
9issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
10the illegible plate.
SB204,58 11Section 58. 341.16 (2e) of the statutes is amended to read:
SB204,22,1712 341.16 (2e) The owner of a vehicle to which a special group plates plate under
13s. 341.14 (6r) (f) 33. or 48. are is attached may apply to the department for a
14replacement special group plates plate under s. 341.14 (6r) (f) 33m. or 48m.,
15respectively. Upon receipt of the application and payment of a fee of $40, the
16department shall issue the replacement special group plates plate. Upon receipt of
17a replacement plates plate, the applicant shall destroy the replaced plates plate.
SB204,59 18Section 59. 341.16 (2m) of the statutes is amended to read:
SB204,22,2519 341.16 (2m) Upon request therefor and payment of a fee of $10, the department
20may issue an applicant for a replacement plates plate for an automobile registered
21pursuant to the registration system under s. 341.27 a registration plates plate of the
22design specified in s. 341.13 for the plate issuance cycle next succeeding the cycle
23under which the original plates were plate was issued. The department may limit
24the receipt of requests under this subsection to applicants for a renewal registration
25of a motor vehicle.
SB204,60
1Section 60. 341.16 (3) of the statutes is amended to read:
SB204,23,52 341.16 (3) When issuing a replacement plate, the department may assign a
3new number and issue a new plate rather than a duplicate of the original if in its
4judgment that is in the best interests of economy or prevention of fraud. Upon receipt
5of a replacement plate, the applicant shall destroy all plates the plate replaced.
SB204,61 6Section 61. 341.16 (4) of the statutes is amended to read:
SB204,23,97 341.16 (4) Any person issued a replacement plates plate who fails to destroy
8the original plates plate as required by sub. (2), (2e), or (3) may be required to forfeit
9not more than $200.
SB204,62 10Section 62. 341.265 (1) of the statutes is amended to read:
SB204,23,2211 341.265 (1) Any person who is a resident of this state and the owner or
12subsequent transferee of a motor vehicle which has a model year of 1945 or earlier
13and which has not been altered or modified from the original manufacturer's
14specifications may upon application register the same as an antique vehicle upon
15payment of a fee of $5, and be furnished a registration plates plate of a distinctive
16design, in lieu of the usual registration plates plate, which shall show in addition to
17the registration number that the vehicle is an antique. The registration shall be
18valid while the vehicle is owned by the applicant without the payment of any
19additional fee. The vehicle shall only be used for special occasions such as display
20and parade purposes or for necessary testing, maintenance and storage purposes.
21A motorcycle may be registered as an antique vehicle if all of the requirements for
22registration specified in this subsection are satisfied.
SB204,63 23Section 63. 341.265 (1m) of the statutes is amended to read:
SB204,24,324 341.265 (1m) A person who registers an antique motor vehicle under sub. (1)
25may furnish and display on the vehicle a historical plate from or representing the

1model year of the vehicle if the registration and plates plate issued by the department
2are simultaneously carried in or, with respect to an antique motorcycle, with the
3vehicle and are available for inspection.
SB204,64 4Section 64. 341.266 (2) (a) of the statutes is amended to read:
SB204,24,135 341.266 (2) (a) Any person who is the owner of a special interest vehicle that
6is a former military vehicle, or that is not a former military vehicle and is 20 or more
7years old at the time of making application for registration or transfer of title of the
8vehicle, and who, unless the owner is an historical society that is exempt from federal
9income taxes, owns, has registered in this state, and uses for regular transportation
10at least one vehicle that has a regular registration plates plate may upon application
11register the vehicle as a special interest vehicle upon payment of a fee under par. (b).
12A former military vehicle may be registered under this paragraph notwithstanding
13s. 341.10 (6).
