8(a) In this section, "primary prevention" means a process which promotes
9health by providing individuals with the resources that are necessary for them to
10confront complex, stressful life conditions and by enabling individuals to lead
11personally satisfying and enriching lives.

12(b) From the appropriation under section 20.435 (7) (f) of the statutes, the
13department of health and social services shall award not more than $110,000 in each
14fiscal year of the 1995-97 biennium to the county department under section 51.42
15of the statutes of Milwaukee County to participate in a pilot program to implement
16and coordinate alcohol and other drug abuse programs and services relating to
17primary prevention. The county department receiving funding under this
18paragraph shall appoint or contract with an alcohol and other drug abuse prevention
19specialist whose duties shall include all of the following:

201. Inform and educate the community about alcohol and other drug abuse
21issues.

222. Develop and implement community-wide alcohol and other drug abuse
23programs relating to primary prevention.

13. Ensure that youth alcohol and other drug abuse services and programs
2relating to primary prevention are available when school is not in session.

34. Develop and implement alternative activities for youth, as appropriate or
4necessary, including recreation, building of skills to obtain employment and career
5development.

6(c) County matching funds equal to 9.89% of the total received by the county
7department under paragraph (b) are required for receipt of the allocation under
8paragraph (b).

9(d) Rules promulgated by the department of health and social services under
10section 51.45 (5) (d) of the statutes apply to the program under this subsection.".".
