SJR12,1,2 1Relating to: urging the U.S. Environmental Protection Agency to identify unfunded
2mandates that derive from changes to ozone standards.
SJR12,1,53 Whereas, the U.S. Environmental Protection Agency has a responsibility to
4review periodically the National Ambient Air Quality Standard for ozone to
5ascertain if it is sufficiently protective of human health; and
SJR12,1,76 Whereas, the U.S. Environmental Protection Agency is currently reviewing the
7National Ambient Air Quality Standard for ozone; and
SJR12,1,108 Whereas, the state of Wisconsin; through its citizens, its legislative bodies and
9regulatory agencies; has worked hard to reduce air pollution and to meet clean air
10requirements; and
SJR12,1,1411 Whereas, lowering the ozone standard might expand the number of
12nonattainment areas and result in emissions controls in additional areas, thus
13imposing significant economic, administrative and regulatory burdens on more
14citizens, businesses and local governments in this state; and
SJR12,1,1715 Whereas, if the ozone standard is lowered, state agencies would have to devote
16substantial resources to developing new state implementation plans; now, therefore,
17be it

1Resolved by the senate, the assembly concurring, That the members of the
2Wisconsin legislature advise and urge the U.S. Environmental Protection Agency, in
3its review of the National Ambient Air Quality Standard for ozone, to thoroughly
4evaluate the potential incremental health impacts and economic consequences,
5including unfunded mandates on this state, for the range of options to modify the
6ozone standard, including retaining the existing standard; and, be it further
SJR12,2,11 7Resolved, That the members of the Wisconsin legislature urge the U.S.
8Environmental Protection Agency to identify any unfunded mandates or other
9administrative burdens for state or local governments or agencies that would derive
10from changes to the National Ambient Air Quality Standard for ozone; and, be it
11further
SJR12,2,13 12Resolved, That the senate chief clerk shall provide a copy of this joint
13resolution to the director of the U.S. Environmental Protection Agency.
