Relating to: contracts between the state, a county with a population of 750,000 or more, or a 1st class city and financial institutions and devoting 10 percent of the state's, 20 percent of such a county's, and 40 percent of such a city's expenditures on economic development and housing programs and procurements to several areas in the city of Milwaukee.
