1An Act to create 59.58 (6) of the statutes;
relating to: county registration of
2animal-drawn vehicles.

Current law allows a county, town, village, or city to enact an ordinance to
collect an annual registration fee for motor vehicles that weigh less than 8,000
pounds and are customarily kept in the county, town, village, or city.
This bill allows a county to enact an ordinance requiring registration of, and
imposing an annual flat registration fee not to exceed $40 on, animal-drawn vehicles
that are customarily kept in the county. The registration fee moneys may be used
only for transportation-related purposes or for actual administrative costs related
to the collection of the registration fee.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(6) Registration of animal-drawn vehicles. (a) The board may enact
5an ordinance requiring registration of, and imposing an annual flat registration fee
1not to exceed $40 on, animal-drawn vehicles that are customarily kept in the county.
2If an animal-drawn vehicle is customarily kept in more than one county, a county
3may not require registration or impose a registration fee if the vehicle has been
4registered in a county in which the vehicle is customarily more often kept.

(b) Registration fees collected under this subsection may be used only for
6transportation-related purposes or for actual administrative costs related to the
7collection of the fees.

(c) No registration fee under this subsection may be imposed on an
9animal-drawn vehicle that is a replacement for an animal-drawn vehicle for which
10a current registration fee has been paid.
