AB1061,1,3 1An Act to create 13.083 and 16.02 of the statutes; relating to: policies and
2reports concerning workloads of the governor, full-time executive branch
3appointees of the governor, and legislators and making an appropriation.

This bill requires that each house of the legislature implement a plan that
includes policies for monitoring the workloads of legislators, including requirements
for each legislator to report the number of hours spent working in his or her official
capacity to the chief clerk of his or her house and requires the Department of
Administration to implement a similar plan with similar reporting requirements for
the governor and full-time appointees of the governor in the executive branch.
Under the bill, DOA must include aggregate data on the work hours reported by all
of those elected and appointed officials in an annual accountability report published
online. Additionally, DOA must make accessible online the work hours reported by
all of those elected and appointed officials.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

113.083 Workload policy and reporting requirements. (1) Each house of
2the legislature shall develop and implement a plan that includes policies for
3monitoring the workloads of legislators, including requirements for each legislator
4to report on a continuing basis the number of hours spent working in his or her
5official capacity to the chief clerk of his or her house.
AB1061,2,8 6(2) Each house of the legislature shall revise its other employment policies and
7practices as necessary to ensure that those policies and practices are consistent with
8the plan required under sub. (1).
AB1061,2,11 9(3) The chief clerk of each house of the legislature shall submit the work hours
10reported by legislators under sub. (1) to the department of administration for
11publication under s. 16.02 (3).
AB1061,2 12Section 2. 16.02 of the statutes is created to read:
AB1061,2,19 1316.02 Workload policy and reporting requirements. (1) The department
14shall develop and implement a plan that includes policies for monitoring the
15workloads of the governor and appointees of the governor in the executive branch of
16state government who are salaried full-time employees of this state, including
17requirements for the governor and each such appointee to report on a continuing
18basis the number of hours spent working in his or her official capacity to the
19department.
AB1061,2,22 20(2) The department shall revise its other employment policies and practices as
21necessary to ensure that those policies and practices are consistent with the plan
22required under sub. (1).
AB1061,3,2 23(3) The department shall include aggregate data on work hours reported under
24sub. (1) and s. 13.083 (3) in an annual accountability report and shall publish the
25report on the Internet site the department maintains under s. 16.413 (3) (a). The

1department shall make accessible via links on that Internet site the work hours
2reported by the governor, each appointee of the governor, and each legislator.
AB1061,3 3Section 3 . Fiscal changes.
AB1061,3,114 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
5to the department of administration under section 20.505 (1) (a) of the statutes, the
6dollar amount for fiscal year 2017-18 is increased by $5,000 to carry out the
7department's duties under section 16.02 of the statutes. In the schedule under
8section 20.005 (3) of the statutes for the appropriation to the department of
9administration under section 20.505 (1) (a) of the statutes, the dollar amount for
10fiscal year 2018-19 is increased by $5,000 to carry out the department's duties under
11section 16.02 of the statutes.
