AB825,1,3 1An Act to amend 281.14 (2) (intro.) of the statutes; relating to: a study to
2implement methods to reduce the amount of nutrients introduced into the
3Wisconsin River and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill authorizes the Department of Natural Resources (DNR) to implement
methods to reduce the amounts of nutrients introduced into the Wisconsin River
from the headwaters of the river to the Castle Rock Flowage dam. The bill requires
DNR to implement these methods based upon the results of a study that DNR is
required to conduct under current law.
The bill also appropriates amounts from the general fund for project positions
to implement the study.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB825,1 4Section 1. 281.14 (2) (intro.) of the statutes is amended to read:
AB825,2,45 281.14 (2) (intro.) The department shall conduct a program to monitor and
6study the introduction of nutrients from point sources and nonpoint sources into the

1Wisconsin River from the headwaters of the river to the Castle Rock Flowage dam.
2The department shall, based upon the results of its study, implement methods to
3reduce the amounts of nutrients introduced into the river.
The department shall
4seek to do all of the following under this subsection:
AB825,2 5Section 2 . Nonstatutory provisions.
AB825,2,106 (1) The authorized FTE positions for the department of natural resources are
7increased by 2.0 GPR project positions, to be funded from the appropriation under
8section 20.370 (3) (ma) of the statutes, for the purpose of implementing the study
9under section 281.14 (2) of the statutes, as affected by this act, for the period
10beginning on July 1, 2017, and ending on June 30, 2021.
AB825,3 11Section 3. Fiscal changes.
AB825,2,1912 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
13to the department of natural resources under section 20.370 (3) (ma) of the statutes,
14as affected by the acts of 2015, the dollar amount for fiscal year 2017-18 is increased
15by $74,394 to fund 2.0 FTE GPR project positions authorized under Section 2 of this
16act. In the schedule under section 20.005 (3) of the statutes for the appropriation to
17the natural resources under section 20.370 (3) (ma) of the statutes, as affected by the
18acts of 2015, the dollar amount for fiscal year 2018-19 is increased by $74,394 to fund
192.0 FTE GPR project positions authorized under Section 2 of this act.
AB825,4 20Section 4. Effective date.
AB825,2,2221 (1) This act takes effect on the 2nd day after publication of the 2017-19 biennial
22budget act.
