3Raphael and JoAnne Clark at St. Mary's Hospital in Green Bay, Wisconsin; and

SR7,1,54 Whereas, Jacob grew up in Pulaski, Wisconsin, attended Pulaski High School,
5and was a proud member of the Pulaski Red Raiders wrestling team; and

SR7,1,96 Whereas, Jacob was very proud of his Polish heritage and Pulaski roots, which
7shaped his love of Wisconsin and interest in public service, motivating him to earn
8a Bachelor of Science degree from the University of Wisconsin-La Crosse in political
9science and public administration in 2002; and

SR7,1,1210 Whereas, after college, Jacob enlisted in the United States Army Reserve,
11serving in the 428th Engineer Company out of Wausau, Wisconsin, before joining the
12364th Public Affairs Detachment out of Fort Snelling, Minnesota; and

SR7,2,413 Whereas, Jacob proudly deployed to Afghanistan and Iraq in 2004 and 2008,
14respectively, and in honor of his heroic service to his country, received the
15Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on

2Commendation Medal, the Meritorious Service Medal, the Good Conduct Medal, the

SR7,2,95 Whereas, while not on deployment, Jacob began working for the Wisconsin
6State Senate Sergeant at Arms in September 2006, serving as Deputy Sergeant at
7Arms, and in that capacity, taught dozens of Senate messengers how to carry out the
8duties of the office with efficiency while instructing them on the fundamental
9operations of government; and

SR7,2,1210 Whereas, Jacob ran and administered the Senate Scholar program and also
11provided tours of the Capitol dome to staff and visitors, sharing his wealth of
12knowledge of the building's history, construction, and political legacies; and

SR7,2,1613 Whereas, Jacob brought entertainment and lightheartedness to the workplace,
14encouraged everyone to "Page Like a Champion," and most importantly, fostered the
15value of camaraderie in the Sergeant's office, which encouraged the development of
16long-lasting friendships among the staff; and

SR7,2,1917 Whereas, Jacob enjoyed collecting and selling Wisconsin antiques, ice fishing,
18and hunting in northern Wisconsin, and above all else, valued his relationships with
19people, always had a joke to tell, and lived by the art of stopping by; and

SR7,2,2120 Whereas, Jacob served as a brother to his fellow soldiers, a mentor to his
21coworkers, and a loyal friend to both; and

SR7,2,2422 Whereas, Jacob was a caring brother and son to his family and a devoted and
23loving father to his own three sons, Mark Steven, Cyrus Ibrahim, and Louis Vincent;

2survived by his three sons and their mother, Hollie Clark; his mother; two brothers;
