SJR66,1,32 Whereas, Marvin J. Rabin was born on July 12, 1916, in South Bend, Indiana;
3and
SJR66,1,54 Whereas, Marvin Rabin earned a bachelor's degree, majoring in history and
5political science in the School of Education at the University of Kentucky; and
SJR66,1,86 Whereas, Marvin Rabin, already a trained pilot, entered the United States Air
7Force in 1942, where, as a 2nd lieutenant, he served as a flight instructor for the Free
8French resistance fighters, as well as flying delivery missions around the globe; and
SJR66,1,119 Whereas, following the war, Marvin Rabin earned a Master of Music and Viola
10Performance from Eastman School of Music, where he met his wife, Rhoda, and a
11Doctor of Education (Ed.D) from the University of Illinois; and
SJR66,1,1412 Whereas, Dr. Rabin served as Music Director of the Central Kentucky Youth
13Symphony Orchestra from 1950 to 1958, with which he performed at Carnegie Hall;

1Whereas, Dr. Rabin joined the Boston University faculty in 1958 and served as
2the founding conductor and Music Director of the Greater Boston Youth Symphony
3Orchestra from 1958 to 1964, with which he performed at the White House for
4President and Mrs. Kennedy and at Carnegie Hall; and
SJR66,2,75 Whereas, Dr. Rabin joined the faculty of the University of Wisconsin-Extension
6in 1966 for the purpose of developing a statewide string music education program;

SJR66,2,98 Whereas, Dr. Rabin was the founding conductor of the Wisconsin Youth
9Symphony Orchestras from 1966 to 1972; and
SJR66,2,1210 Whereas, Dr. Rabin helped create the National String Workshop, to train string
11music educators, and initiated a masters program in string education at the
12University of Wisconsin-Madison; and
SJR66,2,1513 Whereas, Dr. Rabin developed a string program in Milwaukee's inner city, and
14traveled extensively throughout the state of Wisconsin to assist in developing string
15programs and mentor string teachers; and
SJR66,2,1816 Whereas, Dr. Rabin was a national and international leader in the development
17of music education programs, particularly youth orchestras, advising youth
18orchestra organizations across the country and around the world; and
SJR66,2,2219 Whereas, Dr. Rabin conducted all-state high school orchestras, festivals and
20workshops in 48 states, Canada, South America, Australia, New Zealand, Malaysia,
21and Europe; and youth orchestras in Canada, Italy, Austria, Switzerland, France,
22England, Costa Rica, and the Soviet Union; and
SJR66,2,2423 Whereas, Dr. Rabin continued to lecture, conduct, and consult around the world
24well into his 90s; and

1Whereas, Dr. Rabin earned numerous local and national honors and awards,
2including the Wisconsin Governor's Award in Support of the Arts, and two annual
3arts education awards are named for Dr. Rabin; and
SJR66,3,54 Whereas, Dr. Rabin's greatest genius lay in his ability to inspire young
5musicians to perform at their highest level and to exceed their own expectations; and
SJR66,3,76 Whereas, Dr. Rabin touched the lives, directly and indirectly, of countless young
7musicians, in Wisconsin and around the world; and
SJR66,3,98 Whereas, Marvin Rabin died in Madison on December 5, 2013; now, therefore,

SJR66,3,12 10Resolved by the senate, the assembly concurring, That the Wisconsin
11State Legislature expresses its appreciation for the life and public service of Dr.
12Marvin J. Rabin; and
SJR66,3,14 13Be it further resolved, That the senate chief clerk shall provide copies of this
14resolution to the children of Dr. Rabin, Ralph, David, and Martha Rabin.
