SB666,1,2 1An Act to create 84.06 (14) of the statutes; relating to: ramps on certain
2highway projects of the Department of Transportation.
Analysis by the Legislative Reference Bureau
Under this bill, if a Department of Transportation (DOT) highway project
having a total cost of at least $5,000,000 and involving a state trunk highway having
at least four lanes (project) includes the replacement of one or more left-side ramps
with any right-side ramp, DOT must conduct a study and prepare a report relating
to this planned replacement. The report must include a cost-benefit analysis of the
replacement and an assessment of whether this replacement is cost-effective. DOT
must submit this report to the Joint Committee on Finance (JCF), for passive review,
before DOT begins construction of the project. If the JCF cochairpersons do not notify
DOT within 14 working days that JCF has scheduled a meeting for the purpose of
reviewing the report, DOT may proceed with the project as planned. If, within 14
working days, the JCF cochairpersons notify DOT that the committee has scheduled
a meeting for the purpose of reviewing the report, DOT may not include as part of
the project the replacement of any left-side ramp with any right-side ramp unless
the plan for this replacement is approved by JCF.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 84.06 (14) of the statutes is created to read:
SB666,2,32 84.06 (14) Left-side ramps on certain highway projects. (a) In this
3subsection:
SB666,2,64 1. "Left-side ramp" means an access point to or from a highway that permits
5a vehicle to enter or exit the highway directly into the leftmost lane for through traffic
6traveling in the same direction.
SB666,2,87 2. "Project" means any highway improvement project having a total cost of at
8least $5,000,000 and involving a state trunk highway with 4 or more lanes for traffic.
SB666,2,119 3. "Right-side ramp" means an access point to or from a highway that permits
10a vehicle to enter or exit the highway directly into the rightmost lane for through
11traffic traveling in the same direction.
SB666,2,1712 (b) If the department's plans for a project include the replacement of one or
13more left-side ramps with any right-side ramp, the department shall conduct a
14study and prepare a report relating to this planned replacement. The report shall
15include a cost-benefit analysis of the replacement and an assessment of whether this
16replacement is cost-effective, including the reasoning for all conclusions in the
17assessment.
SB666,3,318 (c) The department shall submit the report under par. (b) to the joint committee
19on finance before construction of the project is commenced. If the cochairpersons of
20the joint committee on finance do not notify the department within 14 working days
21after the date on which the department submits the report that the committee has
22scheduled a meeting for the purpose of reviewing the report, the department may
23proceed with the project as planned. If, within 14 working days after the date on
24which the department submits the report, the cochairpersons of the joint committee
25on finance notify the department that the committee has scheduled a meeting for the

1purpose of reviewing the report, the department may not include as part of the
2project the replacement of any left-side ramp with any right-side ramp unless the
3plan for this replacement is approved, or modified and approved, by the committee.
SB666,2 4Section 2. Initial applicability.
SB666,3,65 (1) This act first applies to projects for which construction work is commenced
6on the effective date of this subsection.
SB666,3 7Section 3. Effective date.
SB666,3,98 (1) This act takes effect on the first day of the 3rd month beginning after
9publication.
