1An Act relating to: providing services to children on the waiting list for the
2Children's Long-term Support waiver programs and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Children's Long-Term Support Home and
Community-Based Medicaid waiver programs (CLTS waiver programs) provide
funding through the Medical Assistance program to support services for children
who are living at home or in the community and whose activities are limited as a
result of a developmental disability, severe emotional disturbance, or physical
disability. Beginning in the 2013-14 fiscal year, this bill requires the Department
of Health Services (DHS) to enroll in a CLTS waiver program and provide full
benefits to 482 children who are on the waiting list for a CLTS waiver program on
the effective date of this bill. The bill also requires DHS, in the 2013-14 fiscal year,
to provide eight hours of services per month for six months of the year through a
CLTS waiver program to 300 children who are on the waiting list for a CLTS program
on the effective date of this bill.

Children's Long-term Support waivers. Beginning in the 2013-14 fiscal
2year, the department of health services shall enroll in Children's Long-term Support
3waiver programs and provide full benefits to 482 children who are on the waiting list
4for one of those programs on the effective date of this subsection. Beginning in the
52013-14 fiscal year, the department of health services shall provide to 300 children
6who are on the waiting list for services through one of the Children's Long-term
7Support waiver programs 8 hours of services per month for 6 months per year.

Children's Long-Term Support waiver programs. In the schedule under
10section 20.005 (3) of the statutes for the appropriation to the department of health
11services under section 20.435 (4) (b) of the statutes, as affected by the acts of 2013,
12the dollar amount is increased by $2,260,500 for the first fiscal year of the fiscal
13biennium in which this subsection takes effect for the purpose of providing services
14under the Children's Long-term Support waivers for children who are on the waiting
15list for those services. In the schedule under section 20.005 (3) of the statutes for the
16appropriation to the department of health services under section 20.435 (4) (b) of the
17statutes, as affected by the acts of 2013, the dollar amount is increased by $4,156,400
18for the second fiscal year of the fiscal biennium in which this subsection takes effect
19for the purpose of providing services under the Children's Long-term Support
20waivers for children who are on the waiting list for those services.
