Whereas, the federal government makes certain funds available to the state of
4Wisconsin; and

Whereas, these funds provide a significant financial resource for the state that
6in turn increases employment in the state; and

Whereas, the legislature is the appropriate branch of government to budget
8these funds; now, therefore, be it

9Resolved by the senate, the assembly concurring, That it is the sense of the
10legislature that when the state has received or accepted any federal funding or
11moneys from the federal government whose expenditure would increase
12employment in Wisconsin, the governor may not return the money to the federal
13government without the approval of the legislature by law.
