AB576,1,3 1An Act to amend 115.28 (12) (b); and to create 115.28 (12) (am) of the statutes;
2relating to: selection of student information system vendors by the
3Department of Public Instruction.

Current law requires the state superintendent of public instruction to establish
a student information system (SIS) to collect and maintain information about pupils
enrolled in public schools. This bill requires the state superintendent to develop
request-for-proposal procedures and criteria for selecting vendors of the SIS
software on a competitive basis and, beginning in the 2012-13 school year, to select
at least two preferred vendors whenever a selection of vendors is made.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB576, s. 1 4Section 1. 115.28 (12) (am) of the statutes is created to read:
AB576,2,55 115.28 (12) (am) Develop request for proposal procedures and criteria for
6selecting vendors of software used to compile and manage data for integrating into
7the system established under par. (a). The criteria shall require the department to

1select vendors on a competitive basis. Beginning with the selection of vendors for the
22012-13 school year, whenever a selection is made under this paragraph, the
3department shall select at least 2 preferred vendors to provide the software, and
4selection shall be made in accordance with the procedures established under this
5paragraph.
AB576, s. 2 6Section 2. 115.28 (12) (b) of the statutes, as created by 2011 Wisconsin Act 32,
7is amended to read:
AB576,2,128 115.28 (12) (b) Ensure that within 5 years of the establishment of the system
9under par. (a), every school district is using participating in the system. The state
10superintendent may promulgate rules authorizing the department to charge a fee to
11any person that uses or participates in the system. All fees shall be credited to the
12appropriation account under s. 20.255 (1) (jm).
