AB351,1,5 1An Act to repeal 1.10 (4), 13.92 (1) (a) 5., 13.92 (1) (e) 4., 13.92 (2) (c), the
2unnumbered subchapter title preceding section 35.24, 35.24 and 35.84 (figure)
3column E; and to amend 13.94 (1) (c), 35.01 (2), 35.50 (2), 35.52 and 35.91 (2)
4of the statutes; relating to: discontinuance of the printing and publication of
5the Wisconsin Blue Book.
Analysis by the Legislative Reference Bureau
Currently, the Legislative Reference Bureau compiles and publishes biennially
the Wisconsin Blue Book. The Blue Book must contain the biographies and pictures
of state officers, including all senators and representatives to the assembly and the
officers of each house, information relating to the organization of Wisconsin state
government, and statistical and other general information relating to Wisconsin's
history, economy, recreation, and culture. The Blue Book is required to be compiled
in such a way as to make it useful in civics classes in schools. The statutes require
specified numbers of copies to be distributed at state expense to legislators and other
state and local agencies and officials, public libraries, document depositories,
colleges, technical colleges, and public and private schools, and newspapers.
This bill discontinues compilation, publication, and distribution of the
Wisconsin Blue Book following with the 2011-12 edition.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB351, s. 1 1Section 1. 1.10 (4) of the statutes is repealed.
AB351, s. 2 2Section 2. 13.92 (1) (a) 5. of the statutes is repealed.
AB351, s. 3 3Section 3. 13.92 (1) (e) 4. of the statutes is repealed.
AB351, s. 4 4Section 4. 13.92 (2) (c) of the statutes is repealed.
AB351, s. 5 5Section 5. 13.94 (1) (c) of the statutes is amended to read:
AB351,2,136 13.94 (1) (c) Audit the central accounting records of the department of
7administration at least once every 2 years. A detailed report of such audit shall be
8filed as provided by par. (b), and copies shall be provided to each member or
9member-elect of the legislature and shall be available in limited number to the
10public. The bureau shall also prepare a summary of such audit report, for
11distribution in the same manner as the Wisconsin Blue Book under to each of the
12distributees specified in lines 1 to 20, 30 to 64, 72, 73, 76, 77, and 85 to 99 of the figure
13under
s. 35.84.
AB351, s. 6 14Section 6. 35.01 (2) of the statutes is amended to read:
AB351,2,1515 35.01 (2) Class 2 — Wisconsin statutes, and annotations and Blue Book.
AB351, s. 7 16Section 7. The unnumbered subchapter title preceding section 35.24 of the
17statutes is repealed.
AB351, s. 8 18Section 8. 35.24 of the statutes is repealed.
AB351, s. 9 19Section 9. 35.50 (2) of the statutes is amended to read:
AB351,3,820 35.50 (2) Unless otherwise required by law, each edition of the Blue Book and
21the reports specified in ss. 35.26 and 35.27, and reprints thereof, shall be

1substantially the same in printing and binding as the previous edition of the same
2publication. Unless otherwise determined by the chief of the legislative reference
3bureau, each edition of the Laws of Wisconsin shall be substantially the same in
4format, printing, and binding as the previous edition of the same publication. Unless
5otherwise determined by the legislative reference bureau, each edition of the
6statutes and the Wisconsin administrative code and register shall be substantially
7the same in format, printing, and binding as the previous edition of the same
8publication.
AB351, s. 10 9Section 10. 35.52 of the statutes is amended to read:
AB351,3,19 1035.52 Authority for printing; increase, and diminution of editions and
11pages.
The department may not order any printing not authorized by law nor any
12quantity in excess of the legal limitation thereof. If experience demonstrates that the
13number of copies specified in this chapter for the editions of the Blue Book or Laws
14of Wisconsin exceeds the actual lawful demand therefor, the number of volumes or
15pages thereafter to be printed shall be reduced to such number as will supply such
16demand and no more. In like manner, any specification as to quantity in any
17requisition for printing which is required to be distributed shall be reduced to the
18actual probable demand therefor, as determined from previous experience in such
19distribution.
AB351, s. 11 20Section 11. 35.84 (figure) column E of the statutes is repealed.
AB351, s. 12 21Section 12. 35.91 (2) of the statutes is amended to read:
AB351,4,222 35.91 (2) Current copies of the Blue Book and the Laws of Wisconsin shall be
23sold at prices determined by the department, which shall include the cost of sale and
24distribution under s. 35.80 and, as determined by the legislative reference bureau,

1the proportionate cost per copy of typesetting, purchasing, paper, printing,
2duplication, collating and binding.
AB351, s. 13 3Section 13. Nonstatutory provisions.
AB351,4,84 (1) The legislative reference bureau and the department of administration may
5continue to distribute the 2011-2012 edition of the Wisconsin Blue Book for such
6period as the demand may reasonably require. The legislative reference bureau shall
7not publish or print any editions of the Wisconsin Blue Book after the 2011-2012
8edition.
AB351,4,129 (2) Notwithstanding the treatment of section 35.91 (2) of the statutes by this
10act, the department of administration may continue to sell the 2011-2012 edition of
11the Blue Book at prices determined by the department under that subsection for such
12period as the demand may reasonably require.
