Currently, the Wisconsin Constitution does not limit the number of subjects
embraced by any bill, except that article IV, section 18, restricts local or private bills
to a single subject. This proposed constitutional amendment, proposed to the 2009
legislature on first consideration, requires that each appropriation bill embrace a
single subject which shall be expressed in its title.
A proposed constitutional amendment requires adoption by two successive
legislatures, and ratification by the people, before it can become effective.
SJR79,1,3 3Resolved by the senate, the assembly concurring, That:
SJR79, s. 1 4Section 1. Section 2 of article VIII of the constitution is amended to read:
SJR79,1,95 [Article VIII] Section 2. No money shall be paid out of the treasury except in
6pursuance of an appropriation by law. No appropriation shall be made for the
7payment of any claim against the state except claims of the United States and
8judgments, unless filed within six years after the claim accrued. Each appropriation
9bill shall embrace only one subject, which shall be expressed in its title.

1Be it further resolved, That this proposed amendment be referred to the
2legislature to be chosen at the next general election and that it be published for 3
3months previous to the time of holding such election.
