AR5,1,1 1Relating to: the life and public service of Debbie Loiselle and Stuart Seffern.
AR5,1,42 Whereas, Debbie Loiselle and her partner of more than 30 years, Stuart
3Seffern, passed away unexpectedly on Thursday, January 1, 2009, in a tragic
4airplane accident in Joliet, Illinois; and
AR5,1,115 Whereas, Debbie and Stuart were actively involved in state and local
6government. Stuart served on numerous boards and committees and was
7representative to the Libertarian Party of Wisconsin. Debbie worked for the
8Wisconsin Assembly for almost 30 years, where she enjoyed working behind the
9scenes helping the Assembly operate smoothly. Debbie will be remembered for her
10kind nature, perpetual smile, witty sense of humor, and her love of life, family, and
11friends; and
AR5,2,312 Whereas, Debbie and Stuart also shared a strong commitment to the
13 revitalization of their Burr Oaks Neighborhood. Stuart served as association
14president, and for the last eight years he and Debbie joined fellow residents on
15weekly walks to demonstrate the neighborhood's dedication to the betterment of

1their community. Both Debbie and Stuart enjoyed serving others in their community
2and standing up for what they believed was right for their neighborhood and for the
3city of Madison; and
AR5,2,84 Whereas, Debbie and Stuart enjoyed spending their free time together,
5attending Badger home and bowl games, flying to visit family in New York, hosting
6pool parties, taking summer motorcycle trips, and sharing a love of physical fitness.
7Debbie greatly enjoyed all kinds of exercising and was an avid all-season bicyclist.
8Stuart sailed, skied, and golfed; and
AR5,2,129 Whereas, both Debbie and Stuart were loyal friends who without hesitation
10took the time to listen, provided support to those in need, offered counsel when asked,
11and most importantly, had the courage to embrace life and live it fully; now, therefore,
12be it
AR5,2,16 13Resolved by the assembly, That the assembly of the state of Wisconsin hereby
14recognizes the numerous contributions made by Debbie Loiselle and Stuart Seffern
15to the Madison community and offers its sincere sympathies to the families of Debbie
16and Stuart; and, be it further
AR5,2,22 17Resolved, That the assembly chief clerk shall provide a copy of this joint
18resolution to Debbie's sister and brother-in-law, Barbara and Richard Johnson; to
19her nieces and their husbands, Sandra and James Rohweder, Marcie and Aaron
20Bindl, and Rhonda and Ricky Fradette; and to Stuart's mother and stepfather, Billee
21and Carl Ludders; to his sister Leslie Riley Seffern; and to his brother and
22sister-in-law John Jay and Liane Seffern.
