AJR119,1,4 1To amend section 24 (6) (a) of article IV of the constitution; relating to: permitting
2the use of the net proceeds of the state lottery for the payment of interest on
3loans made to any person to commence the business of farming (first
4consideration).

Currently, under the Wisconsin Constitution, the net proceeds of the state
lottery must be used for property tax relief for residents of this state. This proposed
constitutional amendment, proposed to the 2009 legislature on first consideration,
provides that the net proceeds of the state lottery may also be used for the payment
of interest on loans made to any person to commence the business of farming as
provided by law.
A proposed constitutional amendment requires adoption by two successive
legislatures, and ratification by the people, before it can become effective.
AJR119,1,5 5Resolved by the assembly, the senate concurring, That:
AJR119, s. 1 6Section 1. Section 24 (6) (a) of article IV of the constitution is amended to read:
AJR119,2,127 [Article IV] Section 24 (6) (a) The legislature may authorize the creation of a
8lottery to be operated by the state as provided by law. The expenditure of public funds
9or of revenues derived from lottery operations to engage in promotional advertising

1of the Wisconsin state lottery is prohibited. Any advertising of the state lottery shall
2indicate the odds of a specific lottery ticket to be selected as the winning ticket for
3each prize amount offered. The net proceeds of the state lottery shall be deposited
4in the treasury of the state, to be used for property tax relief for residents of this state
5as provided by law. The distribution of the net proceeds of the state lottery may not
6vary based on the income or age of the person provided the property tax relief. The
7distribution of the net proceeds of the state lottery shall not be subject to the
8uniformity requirement of section 1 of article VIII. The net proceeds of the state
9lottery may also be used for the payment of interest on loans made to any person to
10commence the business of farming as provided by law.
In this paragraph, the
11distribution of the net proceeds of the state lottery shall include any earnings on the
12net proceeds of the state lottery.
AJR119,2,15 13Be it further resolved, That this proposed amendment be referred to the
14legislature to be chosen at the next general election and that it be published for 3
15months previous to the time of holding such an election.
