AB82,1,3 1An Act to create 341.26 (2) (p) of the statutes; relating to: registration for
2vehicles or trailers equipped with mobile emergency communication
3equipment and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, most vehicles are registered annually with the Department
of Transportation. The fee for registering an automobile is $75 and the fee for
registering most other vehicles is based on the vehicle's weight. However, certain
vehicles may be registered for five years upon payment of a $5 registration fee.
This bill allows a motor vehicle or trailer that is equipped with mobile
emergency communication equipment, that is owned by an amateur radio
organization, and that is used exclusively to provide or coordinate emergency
communications to be registered for five years upon a payment of a $5 registration
fee.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB82, s. 1 4Section 1. 341.26 (2) (p) of the statutes is created to read:

1341.26 (2) (p) A motor vehicle or trailer equipped with mobile emergency
2communication equipment that is owned by an organization of holders of unexpired
3amateur radio licenses issued by the federal communications commission and is used
4exclusively to provide or coordinate emergency communications.
AB82, s. 2 5Section 2. Nonstatutory provisions.
AB82,2,136 (1) Notwithstanding section 16.42 (1) (e) of the statutes, if this subsection takes
7effect in fiscal year 2010-11, in submitting information under section 16.42 of the
8statutes for purposes of the 2011-13 biennial budget bill, the department of
9transportation shall submit a dollar amount for the appropriation under section
1020.395 (5) (cq) of the statutes that is $10,200 less than the total amount appropriated
11under section 20.395 (5) (cq) of the statutes for the 2010-11 fiscal year, before
12submitting any information relating to any increase or decrease in the dollar amount
13for that appropriation for the 2011-13 fiscal biennium.
AB82, s. 3 14Section 3. Fiscal changes.
AB82,2,2015 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
16to the department of transportation under section 20.395 (5) (cq) of the statutes, as
17affected by the acts of 2009, the dollar amount is increased by $10,200 for the fiscal
18year in which this subsection takes effect to provide funding for computer
19modification and data processing costs associated with the change in registration
20procedure for vehicles registered under section 341.26 (2) (p) of the statutes.
AB82, s. 4 21Section 4. Effective date.
AB82,2,23 22(1) This act takes effect on the day after publication, or on the day after
23publication of the 2009-11 biennial budget act, whichever is later.
