AB766,1,3 1An Act to create 84.10215 of the statutes; relating to: designating and marking
2a portion of STH 50 in Kenosha County as the LeRoy and Lynn Copen Memorial

Under current law, certain highway routes and bridges have been designated
and marked to memorialize, commemorate, or recognize certain individuals, groups,
or events. This bill directs the Department of Transportation to designate and, upon
receipt of sufficient contributions from interested parties, mark a portion of the route
of STH 50 in Kenosha County as the "LeRoy and Lynn Copen Memorial Highway"
in recognition and appreciation of: their legacy of community service; Lee's
distinguished and outstanding service as a 25-year veteran of the Kenosha County
Sheriff's Department; Lynn's nationally recognized and invaluable advocacy as the
Victim/Witness Coordinator for the Kenosha County District Attorney's office and as
a volunteer in the community; and Lee and Lynn Copen's shared dedication to
justice. No state funds, other than from contributions from interested parties, may
be used for the erection or maintenance of any markers on STH 50 to identify the
highway as the "LeRoy and Lynn Copen Memorial Highway."

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 84.10215 of the statutes is created to read:
AB766,2,10 284.10215 LeRoy and Lynn Copen Memorial Highway. (1) The
3department shall designate and, subject to sub. (2), mark the route of STH 50 from
460th Avenue to 70th Avenue in Kenosha County as the "LeRoy and Lynn Copen
5Memorial Highway" in recognition and appreciation of: their legacy of community
6service; Lee's distinguished and outstanding service as a 25-year veteran of the
7Kenosha County Sheriff's Department; Lynn's nationally recognized and invaluable
8advocacy as the Victim/Witness Coordinator for the Kenosha County District
9Attorney's office and as a volunteer in the community; and Lee and Lynn Copen's
10shared dedication to justice.
AB766,2,17 11(2) Upon receipt of sufficient contributions from interested parties, including
12any county, city, village, or town, to cover the costs of erecting and maintaining
13markers along the route specified in sub. (1) to clearly identify to motorists the
14designation of the route as the "LeRoy and Lynn Copen Memorial Highway," the
15department shall erect and maintain the markers. No state funds, other than from
16the receipt of contributions under this subsection, may be expended for the erection
17or maintenance of the markers.
