AB45,1,3 1An Act to consolidate, renumber and amend 454.12 (intro.) (except 454.12
2(title)), (1) and (2); and to create 454.12 (2m) of the statutes; relating to:
3domestic abuse identification training.
Analysis by the Legislative Reference Bureau
This bill requires the Barbering and Cosmetology Examining Board to require
all licensed cosmetologists, barbers, aestheticians, electrologists, and manicurists
(licensees) to attend a course in recognizing victims of domestic abuse or violence and
referring the victims to appropriate agencies for assistance. The bill requires the
board to design a course, determine how often the licensees must attend, and design
a training program that would allow licensees who have attended the course to train
others.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB45, s. 1 4Section 1. 454.12 (intro.) (except 454.12 (title)), (1) and (2) of the statutes are
5consolidated, renumbered 454.12 (1m) and amended to read:
AB45,2,4
1454.12 (1m) The examining board may impose continuing education
2requirements on licensees either: (1) As as a part of the disciplinary process to
3ensure competency; or (2) By rule, if necessary to preserve the public health, safety,
4or welfare, by rule.
AB45, s. 2 5Section 2. 454.12 (2m) of the statutes is created to read:
AB45,2,126 454.12 (2m) In addition to any continuing education requirements imposed
7under sub. (1m), the examining board shall design, establish, and require licensees
8to attend a training course on how to recognize domestic abuse or violence and how
9to refer victims of domestic abuse or violence to appropriate agencies for assistance.
10The examining board shall determine how often a licensee is required to attend the
11course and shall establish a training course that would enable licensees who have
12attended the course to train others.
