AB279,1,3 1An Act to repeal 95.36 (10) and 95.51 (3m); and to amend 95.51 (2) (a) (intro.),
295.51 (2) (b) (intro.), 95.51 (3) and 95.51 (5) (a) of the statutes; relating to:
3registration of livestock premises.
Analysis by the Legislative Reference Bureau
Current law generally requires a person who keeps livestock at a location in this
state to register the location with the Department of Agriculture, Trade and
Consumer Protection (DATCP). The law authorizes DATCP to create exemptions
from the registration requirement by rule. A person who is required to register must
provide information to DATCP, including information about the type of livestock
kept and the type of livestock operation being conducted at each location. DATCP
assigns a premises identification code to each location that is registered. The system
for assigning codes must be designed to facilitate disease control and must comply
with any federal standards. DATCP must generally keep confidential the
information provided by registrants, but may disclose that information if it
determines that disclosure is necessary to prevent or control disease.
This bill makes the livestock premises registration program voluntary.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB279, s. 6 15Section 6. 95.51 (5) (a) of the statutes is amended to read:

17department under sub. (2) is not subject to public inspection under s. 19.35. Except
18as provided in pars. (b) and (c), the department may not disclose information
19provided under sub. (2) to any other person or agency.
