SR6,1,2 1Relating to: reauthorization of the federal State Children's Health Insurance
2Program.
SR6,1,43 Whereas, the Wisconsin senate regards the health of our children to be of
4paramount importance to families in our state; and
SR6,1,75 Whereas, the Wisconsin senate regards poor child health as a threat to the
6educational achievement and social and psychological well-being of the children of
7our state; and
SR6,1,108 Whereas, the Wisconsin senate considers protecting the health of our children
9to be essential to the well-being of our youngest citizens and the quality of life in our
10state; and
SR6,1,1411 Whereas, the Wisconsin senate considers the State Children's Health
12Insurance Program (SCHIP), which enrolls 96,114 children and their parents
13through the successful BadgerCare program, to be an integral part of the
14arrangements for health benefits for the children of our state; and

1Whereas, the Wisconsin senate recognizes the value of SCHIP in preserving
2child wellness, preventing and treating childhood disease, improving health
3outcomes, and reducing overall health costs; and
SR6,2,64 Whereas, the Wisconsin senate considers the federal funding available for
5SCHIP to be indispensable to providing health benefits for children of modest means;
6now, therefore, be it
SR6,2,9 7Resolved by the senate, That the members of the Wisconsin senate urge the
8members of Wisconsin's delegation to the United States Congress to ensure all of the
9following:
SR6,2,1110 (a) That the Congress timely reauthorizes SCHIP to assure federal funding for
11SCHIP.
SR6,2,1312 (b) That the federal funding be in the form of a sum sufficient for coverage by
13all states of all of the following:
SR6,2,1614 1. Uninsured and underinsured children in families whose annual household
15income does not exceed 300 percent of the federal poverty line, as defined by the
16federal department of labor under 42 USC 9902 (2).
SR6,2,1817 2. Uninsured and underinsured parents and caregivers of children in families
18whose annual household income does not exceed 200 percent.
SR6,2,2119 (c) That the federal funding permit innovative state practices to provide
20increased access to affordable health insurance for all low-income individuals; and,
21be it further
SR6,2,24 22Resolved, That the members of the Wisconsin senate urge the governor to use
23his best efforts to work with the Wisconsin delegation to ensure that SCHIP is
24reauthorized in a timely manner; and, be it further

1Resolved, That the members of the Wisconsin senate proclaim that all
2components of state government should work together with educators, health care
3providers, social workers, and parents to ensure that all available public and private
4assistance for providing health benefits to uninsured children in this state be used
5to the maximum extent possible; and, be it further
SR6,3,8 6Resolved, That the members of the Wisconsin senate urge the governor to use
7his best efforts to provide meaningful assistance to help identify and enroll children
8who qualify for Medical Assistance or SCHIP.
