SR29,1,2 1Relating to: the life of David F. Schulz who passed away on Sunday, the 7th of
2October, 2007, after many years of government and academic service.
SR29,1,43 Whereas, David "Dave" Schulz was born on September 24, 1949, in Milwaukee,
4the oldest of five children of Robert L. and Mary M. Schulz; and
SR29,1,75 Whereas, David Schulz received a bachelor's degree in civil engineering from
6Purdue University and a master's degree in public management from Northwestern
7University; and
SR29,1,108 Whereas, from 1983 to 1984, he served as the first budget director for Chicago's
9mayor, Harold Washington, and worked to resolve the city's record billion-dollar
10deficit; and
SR29,1,1311 Whereas, upon returning to Milwaukee in 1984, he served as the budget
12director to the administration of County Executive Bill O'Donnell, and as Parks
13Director from 1985 to 1987; and
SR29,1,1514 Whereas, David Schulz was elected Milwaukee County's third County
15Executive in 1988, and served in that post until 1991; and

1Whereas, David Schulz was the first person to ascend to the position of County
2Executive without previously serving as County Board chairman and the first to beat
3an incumbent in the history of the position; and
SR29,2,64 Whereas, the accomplishments of his administration include completing the
5building of a county jail, upgrading the Mitchell International Airport, building
6O'Donnell Park on the lakefront, and overhauling social services; and
SR29,2,97 Whereas, since 1992, David Schulz served as the executive director of the
8Infrastructure Technology Institute at Northwestern University, which he founded;
9and
SR29,2,1110 Whereas, at the time of his death, David Schulz was an adjunct professor at
11Northwestern's Institute of Civil and Environmental Engineering; and
SR29,2,1312 Whereas, the people of the state of Wisconsin mourn the death of David Schulz,
13and celebrate the accomplishments of his extraordinary life; and
SR29,2,1614 Whereas, David Schulz is survived by his wife, Jo Ann, and son, Bobby, of
15Winthrop Harbor, Illinois, and his three brothers, Jerry, William, and Peter; now,
16therefore, be it
SR29,2,19 17Resolved by the senate, That the senate of the state of Wisconsin
18commemorates the remarkable life of David Schulz and extends its deepest
19sympathies to his family, friends, and colleagues.
