This resolution prohibits a committee of conference from considering or
agreeing on any provision that was not part of the bill or resolution, as passed in
either house of the legislature, that is before the committee.

SJR76, s. 1 4Section 1. Joint rule 3 (1) (a) is amended to read:
SJR76,2,5 5Joint Rule 3 (1) (a) The usual manner of procedure is as follows: If a bill of one
6house has been amended and passed by the other house, and has been returned to
7the house of origin and the house of origin has refused to concur in an amendment,
8the house of origin may appoint a committee of conference and notify the other house,
9which shall appoint a committee of conference unless it votes to recede from its
10amendment. Such committees shall be appointed as provided in the rules of each
11house. The joint committee shall meet and state to each other, orally or in writing,

1the reasons of their respective houses for or against the disagreement, and confer
2thereon, and shall report to their respective houses any agreement they arrive at by
3the vote of at least a majority of the members of the committee representing each
4house. The committee may not consider or agree on any provision that was not part
5of the bill or resolution, as passed in either house.
