SB515,1,3 1An Act to amend 29.229 (4) (f); and to create 20.370 (6) (at), 29.5645 and 30.53
2(3r) of the statutes; relating to: voluntary contributions for funding aquatic
3invasive species grants and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Natural Resources awards cost-sharing
grants to public and private entities for up to 75 percent of the costs of projects to
control invasive species. This bill authorizes an applicant for the issuance or renewal
of a fishing license, of a certificate of number for a boat, or of a registration for a boat
to make a voluntary contribution, in addition to the fee for the license, certificate, or
registration, to be used to fund grants for projects for the control of aquatic invasive
species.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB515, s. 1 4Section 1. 20.370 (6) (at) of the statutes is created to read:
SB515,2,25 20.370 (6) (at) Environmental aids — invasive aquatic species; contributions.
6From the conservation fund, all moneys received from voluntary contributions under

1ss. 29.5645 and 30.53 (3r) for grants under s. 23.22 (2) (c) to control invasive species
2that are aquatic species.
SB515, s. 2 3Section 2. 29.229 (4) (f) of the statutes is amended to read:
SB515,2,64 29.229 (4) (f) Sections 29.024 (3), (4) (b), (5) (b), (7), (8) and (9), 29.559 (2) and,
529.564, and 29.5645 do not apply to any approval that may be issued under this
6section.
SB515, s. 3 7Section 3. 29.5645 of the statutes is created to read:
SB515,2,11 829.5645 Voluntary contributions; aquatic invasive species control. (1)
9Any applicant for a fishing license listed under s. 29.563 (3) may, in addition to paying
10any fee charged for the license, elect to make a voluntary contribution to be used for
11grants under s. 23.22 (2) (c) for the control of invasive species that are aquatic species.
SB515,2,15 12(2) The department shall ensure that each application form for a fishing license
13listed under s. 29.563 (3), including any electronic form authorized by the
14department, contain a designation that allows the applicant to specify an additional
15amount as a voluntary contribution under sub. (1).
SB515,2,17 16(3) All moneys collected under sub. (1) shall be credited to the appropriation
17account under s. 20.370 (6) (at).
SB515, s. 4 18Section 4. 30.53 (3r) of the statutes is created to read:
SB515,2,2319 30.53 (3r) Voluntary contributions; aquatic invasive species control. (a)
20Any applicant for the issuance or renewal of a certificate of number or registration
21under s. 30.52 (1) may, in addition to paying any fee charged under s. 30.52 (3) (b)
22to (im), elect to make a voluntary contribution to be used for grants under s. 23.22
23(2) (c) for the control of invasive species that are aquatic species.
SB515,3,224 (b) The department shall ensure that each application form for the issuance or
25renewal of a certificate of number or registration under s. 30.52 (1), including any

1electronic form authorized by the department, contain a designation that allows the
2applicant to specify an additional amount as a voluntary contribution under par. (a).
SB515,3,43 (c) All moneys collected under par. (a) shall be credited to the appropriation
4account under s. 20.370 (6) (at).
