SB344,1,4 1An Act to amend 101.14 (4) (c) 1. of the statutes; relating to: fire detection,
2prevention, and suppression rules governing places of employment and public
3buildings under 60 feet in height (suggested as remedial legislation by the
4Department of Commerce).
Analysis by the Legislative Reference Bureau
Under current law, the Department of Commerce is required to promulgate
rules requiring owners of places of employment and public buildings to install fire
detection, prevention, or suppression devices to protect the health, welfare, and
safety of the persons who use those places and buildings. Current law also provides
that the rules governing those places and buildings that are under 60 feet in height
must be based upon provisions in the Building Officials and Code Administrators
International, Inc., building code. This bill provides that the rules must, instead, be
based upon provisions in the International Code Council, Inc., building code.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Department of Commerce and introduced by the Law Revision

Committee under s. 13.83 (1) (c) 4., stats. After careful consideration of the various
provisions of the bill, the Law Revision Committee has determined that this bill makes
minor substantive changes in the statutes, and that these changes are desirable as a
matter of public policy.
SB344, s. 1 1Section 1. 101.14 (4) (c) 1. of the statutes is amended to read:

3buildings under 60 feet in height shall be based upon but may vary from those
4provisions in the Building Officials and International Code Administrators

Council, Inc., building code which relate to fire detection, prevention
6and suppression in public buildings and places of employment.
Note: According to the Department of Commerce, the Building Officials and Code
Administrators, Inc. (BOCA) has not existed since October, 2002, when the 3 model code
organizations, of which BOCA was one, became the International Code Council, Inc.
