SB239,1,2 1An Act to create 16.855 (2m) of the statutes; relating to: the location for receipt
2of bids to perform work on state construction projects.
Analysis by the Legislative Reference Bureau
Currently, with limited exceptions, the Department of Administration (DOA)
administers and supervises state construction projects other than highway projects.
Currently, with certain exceptions, if the estimated construction cost of a project
exceeds $40,000, DOA must solicit bids preceded by public notice. DOA determines
the location at which bids will be received.
This bill provides that whenever the work under a state construction project,
other than a highway project, is to be performed at a single site, DOA must receive
any bids for work to be performed on the project at the site of the project or at a
publicly owned or leased facility that is located within 20 miles of that site.
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB239, s. 1 3Section 1. 16.855 (2m) of the statutes is created to read:
SB239,2,24 16.855 (2m) Whenever the work under a project is to be performed at a single
5site, the department shall receive any bids for work to be performed on the project

1at the site of the project or at a publicly owned or leased facility that is located within
220 miles of that site.
