SB164,1,2 1An Act to create 16.505 (5) of the statutes; relating to: limiting authorized
2employee positions in state government.

This bill provides that the total number of full-time equivalent positions
authorized in state government may not exceed the number authorized on January
1, 2007. Under the bill, the secretary of administration (secretary) must certify to the
entity or individual creating a position that the creation of the position will not cause
the total number of full-time equivalent positions to exceed the number authorized
on January 1, 2007. If the position would cause the total number of full-time
equivalent positions to exceed the number authorized on January 1, 2007, the
position may not be created until the secretary certifies that the creation of the
position will not cause the total number of full-time equivalent positions to exceed
the number authorized on January 1, 2007.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB164, s. 1 3Section 1. 16.505 (5) of the statutes is created to read:
SB164,2,84 16.505 (5) The total number of full-time equivalent positions authorized under
5this section may not exceed the number authorized on January 1, 2007.

1Notwithstanding subs. (1) to (2p), before a position may be created under this section,
2the secretary shall certify to the entity or individual creating the position that the
3creation of the position will not cause the total number of full-time equivalent
4positions to exceed the number authorized on January 1, 2007. If the position would
5cause the total number of full-time equivalent positions to exceed the number
6authorized on January 1, 2007, the position may not be created until the secretary
7certifies that the creation of the position will not cause the total number of full-time
8equivalent positions to exceed the number authorized on January 1, 2007.
SB164, s. 2 9Section 2. Nonstatutory provisions.
SB164,2,1510 (1) If the number of full-time equivalent positions authorized on the effective
11date of this subsection exceeds the number authorized on January 1, 2007, the
12secretary of administration shall develop and implement a plan to reduce the
13number of full-time equivalent positions to the number authorized on January 1,
142007. The secretary of administration shall make the reductions before the first day
15of the 6th month beginning after publication.
