2Wisconsin legislature and the people of Wisconsin.
AJR84,1,43 Whereas, in August 2006, Peter J. Dykman retired after a long and fruitful
4career of service to the Wisconsin legislature; and
AJR84,1,75 Whereas, Peter earned his bachelor's degree in business administration from
6the University of Wisconsin-Madison and his law degree from the University of
7Wisconsin Law School; and
AJR84,1,98 Whereas, Peter began his long and distinguished career of legislative service
9when he joined the Legislative Reference Bureau as a bill drafter in 1970; and
AJR84,1,1310 Whereas, Peter's talent was quickly recognized, and he served as director of
11legislative attorneys for the Legislative Reference Bureau from 1975 to 1994, as
12deputy chief from 1986 to 1994, as acting chief from 1994 to 1998, and as general
13counsel and deputy chief until his retirement; and

1Whereas, Peter was one of the primary architects of the integrated text
2processing system used by the legislature to manage bills, amendments, and
3resolutions from their conception to passage and publication; and
AJR84,2,64 Whereas, Peter represented this state as a member of the National Conference
5of Commissioners on Uniform State Laws for more than 30 years, earning the
6coveted status of life member; and
AJR84,2,97 Whereas, Peter was widely recognized as an expert on legislative process and
8parliamentary law and was frequently consulted on these subjects by members of the
9legislature, the press, and the public; and
AJR84,2,1310 Whereas, Peter always gave generously of his time and talent to pass along the
11knowledge and insight that he had gained in his long career, acting as a mentor for
12many legislative employees both at the Legislative Reference Bureau and in the
13legislature generally; and
AJR84,2,1714 Whereas, Peter's focus was always on how best to serve the legislature, and the
15many significant organizational changes he implemented at the Legislative
16Reference Bureau all served to improve service to the legislature; now, therefore, be
17it
AJR84,2,21 18Resolved by the assembly, the senate concurring, That the Wisconsin
19legislature expresses its warm appreciation to Peter J. Dykman for his decades of
20valuable service, salutes his integrity and love for the institution, and wishes him a
21long, fruitful, healthy, and happy retirement; and, be it further
AJR84,2,23 22Resolved, That the assembly chief clerk shall provide Peter J. Dykman with
23a copy of this joint resolution.
