1An Act to amend 346.02 (1) of the statutes;
relating to: the applicability of rules
2of the road to private roads located in mobile home parks.
Analysis by the Legislative Reference Bureau
Under current law, rules of the road apply upon highways, with certain
exceptions. Current law defines "highway" to include all public ways and
thoroughfares and bridges on the same. "Highway" includes roads or driveways in
parks and in state forests that are open to the public and roads or driveways that are
on the grounds of public schools and under the jurisdiction of the county. However,
a private road or driveway is not considered a highway.
This bill applies all of the rules of the road to private roads that are located
within mobile home parks.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 346.02 (1) of the statutes is amended to read:

(1) Applies primarily upon highways. This chapter applies exclusively
5upon highways
and upon private roads that are located within mobile home parks,
6as defined in s. 66.0435 (1) (e), except as otherwise expressly provided in this chapter.

(1) This act first applies to violations that occur on the effective date of this
3subsection.
