1Relating to: encouraging public and private employers to establish and promote
2healthful lifestyle programs and encouraging economic incentives to stimulate
3the widespread adoption of such programs.

Whereas, unwise lifestyle choices are a significant cause of cancer, diabetes,
5chronic lung disease, hypertension, heart disease, stroke, and accidental death and
6injury and contribute to the morbidity and disability of numerous other chronic
7diseases; and

Whereas, the combined national cost for the morbidity, mortality, and disability
9of preventable obesity, smoking, substance abuse, and seat belt neglect exceeds
10$400,000,000 annually (25 percent of all health spending); and

Whereas, obesity alone has become epidemic in America and in Wisconsin,
12having doubled in the past 20 years and now affecting 21 percent of the adult
13population; and

Whereas, the cultural shift necessary to reverse these trends and inspire
15healthful lifestyles will require the broad participation of social leaders,
1communities, institutions, particularly schools, employers, health professionals,
2and government; and

Whereas, the Institute of Medicine published its comprehensive report on the
4quality of health care and recommends 6 visions of a transformed healthcare system,
5including safe, effective, patient-centered, timely, efficient, and equitable care; and

Whereas, healthful lifestyle choices are implicit in Wisconsin's health plan
7"Healthiest Wisconsin 2010"; now, therefore, be it

8Resolved by the senate, That the members of the Wisconsin senate encourage
9all employers and employees to develop Healthy Lifestyles programs in their places
10of work; and, be it further

11Resolved, That the members of the Wisconsin senate encourage health care
12providers in Wisconsin to endorse and adopt the 6 visions of a transformed
13healthcare system developed by the Institute of Medicine; and, be it further

14Resolved, That the members of the Wisconsin senate encourage Wisconsin's
15schools to examine their curricula and programming and modify them as necessary
16to incorporate nutritional education, physical education, and healthful living into
17the education of Wisconsin's children; and, be it further

19incentives to stimulate widespread adoption of such workplace programs; and, be it

23champion and facilitate healthful living for their citizens.
