SB634,1,2 1An Act to create 6.321 of the statutes; relating to: verification of the citizenship
2status of registering electors and granting rule-making authority.

This bill directs the Elections Board, by rule, to prescribe a procedure for
verifying the citizenship status of electors who register to vote at the time of
registration using such official information as may be available to the board from the
federal government. The board must ensure that information used is the most
current information available. Under the procedure, the board must require
inspectors (poll workers) and municipal clerks who accept absentee ballots to
challenge the votes of all registrants who are not U.S. citizens in accordance with the
existing process for challenging the qualifications of electors. Under that process,
an elector who is challenged may still cast a ballot, but the ballot is marked and may
be reviewed during the canvassing process or in court.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB634,2,6 46.321 Verification of registrant citizenship status. The board shall
5prescribe, by rule, a procedure for verifying the citizenship status of electors who

1register to vote at the time of registration using such official information as may be
2available to the board from the federal government. The board shall ensure that
3information used under this section is the most current information available.
4Under the procedure, the board shall require that inspectors or municipal clerks
5challenge the votes of all registrants who are not U.S. citizens using the procedure
6prescribed in s. 6.95.
