AB1160,1,2 1An Act to create 13.45 (8) of the statutes; relating to: required consideration
2of proposals.

This bill requires that all bills and those joint resolutions amending the state
or federal constitution be referred to a standing committee in each house and be
given a public hearing within 60 days after it is referred to the committee. The
standing committee is prohibited from holding a hearing on such a proposal for at
least seven working days. If such a proposal is recommended for adoption by the
committee, the proposal must be placed on the calendar of that house within 60 days
after the vote to recommend.
These provisions do not apply to proposals considered in a special or
extraordinary session.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1160, s. 1 3Section 1. 13.45 (8) of the statutes is created to read:
AB1160,2,24 13.45 (8) Required consideration of proposals. (a) All joint resolutions
5proposing an amendment to the state constitution, all joint resolutions to ratify an
6amendment to the constitution of the United States, and all bills shall be referred

1to a standing committee in each house and shall be given a public hearing by the
2committee within 60 days after it is referred or rereferred to the standing committee.
AB1160,2,53 (b) A standing committee may not hold a hearing on a proposal specified in par.
4(a) until the later of 7 working days after copies of the proposal have been made
5available to the public or 7 working days after the proposal is introduced or offered.
AB1160,2,106 (c) All proposals specified in par. (a) that are referred or rereferred to a standing
7committee and are recommended for adoption or concurrence by a majority vote of
8the members of the committee shall be placed by the chief clerk on the calendar that
9is closest to the day that is 60 days after the proposal is recommended, unless placed
10on an earlier calendar pursuant to the rules of the house.
AB1160,2,1211 (d) This subsection does not apply to proposals considered in a special or
12extraordinary session.
