This joint resolution directs the Joint Legislative Council to create a committee
to study pharmacy needs in Milwaukee County.
SJR55,1,43 Whereas, the well-being of Wisconsin's citizens depends upon access to
4high-quality health care, including an adequate supply of pharmacists; and
SJR55,1,65 Whereas, the pharmacy society of Wisconsin states that the "future of
6Wisconsin pharmacies is bleak," citing shortages of pharmacists in Wisconsin; and
SJR55,1,97 Whereas, a study by Western University of Health Sciences has shown that the
8pharmacist shortage in Wisconsin is one of the most severe in the nation, finding that
9in Wisconsin it is often difficult to fill open positions; and
SJR55,1,1110 Whereas, almost one-half of Wisconsin's population resides in the greater
11Milwaukee area; and

1Whereas, the pharmacy needs in Milwaukee County should be assessed and
2recommendations should be formulated regarding all of the following:
SJR55,2,43 (1) Improving access to careers in the pharmacy profession within Wisconsin's
4largest urban center;
SJR55,2,55 (2) Facilitating recruitment of diverse students to the pharmacy workforce;
SJR55,2,76 (3) Helping ease the current and projected critical shortage of pharmacists,
7while contributing to Wisconsin's economic development;
SJR55,2,98 (4) Improving access and diversity among students in an attempt to help
9resolve the pharmacist shortage and eventually to ease the job vacancy problem; and
SJR55,2,1210 (5) Fostering possible collaborations with targeted urban high schools, the
11pharmacy retail industry, health care providers, business communities, and other
12minority workforce development organizations; now, therefore, be it
SJR55,2,15 13Resolved by the senate, the assembly concurring, That the joint legislative
14council shall create a committee by March 31, 2004, to study pharmacy needs in
15Milwaukee County pursuant to this joint resolution; and, be it further
SJR55,2,17 16Resolved, That the committee shall report it findings and recommendations,
17including any suggested legislation, to the senate and assembly by October 1, 2004.
