1. Joint rule 83 (1) is amended to read:

4Joint Rule 83 (1) During any scheduled floorperiod the introduction, or
5offering, and disposition of proposals and the offering and disposition of
6amendments, and of certificates under joint rule 7, shall in each house be governed
7by the rules thereof
, except that debate in either house may not be limited except by
8a vote of two-thirds of the members present.
