SJR39,1,2 1To create joint rule 9 and joint rule 96 (4); relating to: the ending time of the daily
2sessions of the senate and the assembly.
Analysis by the Legislative Reference Bureau
This joint resolution provides that the senate and assembly sessions will end
no later than midnight. However, the resolution permits a majority of the members
of a house to suspend the rule to complete consideration of the proposal that is being
considered at midnight. Otherwise, the senate and assembly are prohibited from
being in session between midnight and 7 a.m.
SJR39,1,3 3Resolved by the senate, the assembly concurring, That:
SJR39, s. 1 4Section 1. Joint rule 9 is created to read:
SJR39,1,8 5Joint Rule 9 Daily sessions; convening, adjournment. The daily sessions
6of the senate and the assembly end at midnight unless adjourned earlier. Neither
7the senate nor the assembly may conduct business during the hours between
8midnight and 7 a.m., except as provided under joint rule 96 (4).

1Joint Rule 96 (4) Joint rule 9 may be suspended by a majority of the members
2present and voting, but the suspension under this subsection only applies to the
3completion of the consideration of the proposal that is being considered at midnight.
