SJR30,1,43 Whereas, in recent years this state's budget bills have been immense
4documents; and
SJR30,1,65 Whereas, producing them now requires an inordinate amount of time and
6effort; and
SJR30,1,87 Whereas, as a result of that time and effort insufficient attention can be paid
8to other legislation; and
SJR30,1,129 Whereas, because the budget bill includes hundreds of items and is eventually
10voted upon as a single entity, legislators are forced to choose between voting against
11the bill and voting for it despite the inclusion in it of many elements of which they
12disapprove; and
SJR30,1,1413 Whereas, the consideration of smaller bills by committees allows for refinement
14of them and alerts the public to their contents; and

1Whereas, recent state budget bills have included hundreds of items that are
2related only tangentially, or not at all, to state finance; now, therefore, be it
SJR30,2,6 3Resolved by the senate, the assembly concurring, That the members of the
4Wisconsin legislature pledge to exclude from future state budget bills items that are
5not directly related to state operations, to state revenue or to the expenditure of state
6money and urge the executive branch of government to exercise the same restraint.
