1999 - 2000 LEGISLATURE
February 3, 1999 - Introduced by Senators Moen, Plache, Breske, Robson,
Drzewiecki, Schultz, Roessler
and Farrow, cosponsored by Representatives
Turner, Musser, Ladwig, J. Lehman, Boyle, Brandemuehl, Miller, Powers
and Seratti. Referred to Committee on Education.
SB28,1,2 1An Act to repeal 121.15 (1g) (e) of the statutes; relating to: the school aid
2distribution schedule.
Analysis by the Legislative Reference Bureau
Under current law, each school district receives 15% of its total aid entitlement
in September, 25% of its total aid entitlement in December, 25% of its total aid
entitlement in March and 35% of its total aid entitlement in June. If a school district
submits a request to the department of public instruction (DPI) before May 1,
however, in the following school year it will receive 10% of its total aid entitlement
in each month from September to June. A school district that chooses the latter
distribution schedule must pay to DPI an amount equal to the earnings that the
school district's aid entitlement would have accrued had the school district's aid been
distributed under the former distribution schedule.
This bill eliminates the provision requiring school districts that choose the
modified schedule to pay DPI the lost earnings.
For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
