AB757,1,3 1An Act to amend 341.13 (3) and 341.15 (1m) (a); and to create 341.15 (4) of the
2statutes; relating to: insert tags and decals on vehicle registration plates and
3providing a penalty.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) may issue one
insert tag or decal for a vehicle whenever its registration is renewed in lieu of issuing
two new registration plates or, for certain vehicles, one new registration plate. The
vehicle owner is required to place the insert tag or decal on the rear (or, if only one
registration plate is issued for the vehicle, the front) registration plate in the manner
directed by DOT.
This bill provides that DOT may issue two insert tags or decals for each
registration plate it has issued for a vehicle in lieu of issuing a new registration plate.
One insert tag or decal shall specify the month of registration and be placed on the
lower left-hand corner of the registration plate, and one insert tag or decal shall
specify the year of registration and be placed on the lower right-hand corner of the
registration plate. These changes do not apply if only one registration plate is issued
for a vehicle.
Under current law, a person who operates a vehicle without displaying an
insert tag or decal issued for that vehicle may be required to forfeit not more than
$200. This bill provides that a person who operates a vehicle with an insert tag or
decal that has been placed on a registration plate in a location other than the location
specified by this bill or directed by DOT may be required to forfeit not more than $25.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB757, s. 1 1Section 1. 341.13 (3) of the statutes is amended to read:
AB757,2,82 341.13 (3) In lieu of issuing a new plate upon each renewal of registration of
3a vehicle, the department may issue 2 insert tags, decals or other evidence of
4registration per plate or, for a vehicle specified in s. 341.15 (1m) (b),
one insert tag,
5decal or other evidence of registration per vehicle to indicate the period of
6registration. The Any tag, decal or other evidence of registration shall be provided
7by the department and used only if the outstanding plate is in suitable condition for
8further usage. A decal or tag shall be displayed as provided in s. 341.15 (1m).
AB757, s. 2 9Section 2. 341.15 (1m) (a) of the statutes is amended to read:

11issued by the department shall specify the month of registration and be placed on the
12rear lower left-hand corner of each registration plate of the vehicle in the manner
13directed by the department, and one registration decal or tag issued by the
14department shall specify the year of registration and be placed on the lower
15right-hand corner of each registration plate of the vehicle in the manner directed by
16the department
.
AB757, s. 3 17Section 3. 341.15 (4) of the statutes is created to read:

19issued by the department has not been placed on the registration plate of the vehicle
20at the location specified under sub. (1m) (a) or directed by the department under sub.
21(1m) (b) may be required to forfeit not more than $25.
