SJR24,1,3 1To amend section 24 (6) (a) of article IV of the constitution; relating to: providing
2that the net proceeds of the state lottery must be used for the support of the
3common schools (first consideration).

This proposed constitutional amendment, proposed to the 1997 legislature on
first consideration, provides that the net proceeds of the state lottery must be used
for the support of the common schools.
A constitutional amendment requires adoption by 2 successive legislatures,
and ratification by the people, before it can become effective.
SJR24,1,4 4Resolved by the senate, the assembly concurring, That:
SJR24, s. 1 5Section 1. Section 24 (6) (a) of article IV of the constitution is amended to read:
SJR24,2,36 [Article IV] Section 24 (6) (a) The legislature may authorize the creation of a
7lottery to be operated by the state as provided by law. The expenditure of public funds
8or of revenues derived from lottery operations to engage in promotional advertising
9of the Wisconsin state lottery is prohibited. Any advertising of the state lottery shall
10indicate the odds of a specific lottery ticket to be selected as the winning ticket for

1each prize amount offered. The net proceeds of the state lottery shall be deposited
2in the treasury of the state, to be used for property tax relief the support of the
3common schools
as provided by law.
SJR24,2,6 4Be it further resolved, That this proposed amendment be referred to the
5legislature to be chosen at the next general election and that it be published for 3
6months previous to the time of holding such election.
