SB505,1,2 1An Act to create 49.143 (2) (cr) and 49.175 (1) (cr) of the statutes; relating to:
2credit assistance for Wisconsin works participants.
Analysis by the Legislative Reference Bureau
Under current law, the department of workforce development (DWD) may
award a contract to any person to administer Wisconsin works (W-2). Each contract
must require the person accepting the contract (W-2 agency) to provide certain
services and to perform certain tasks.
This bill provides that each contract must require a W-2 agency to provide, or
to contract with another person to provide, credit establishment and credit repair
services to W-2 participants. The bill requires DWD to allocate $3,000,000 in fiscal
year 1997-98 and in fiscal year 1998-99 for that purpose.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 2. 49.175 (1) (cr) of the statutes is created to read:
SB505,2,62 49.175 (1) (cr) Credit assistance. For payments to Wisconsin works agencies in
31st class cities for the provision of credit establishment and credit repair assistance
4to Wisconsin works participants, $3,000,000 in fiscal year 1997-98 and $3,000,000
5in fiscal year 1998-99. Notwithstanding sub. (2), the department may not use any
6funds allocated under this paragraph for any other purpose under this subsection.

SB505,2,108 (1) Credit assistance for Wisconsin works participants. The treatment of
9section 49.143 (2) (cr) of the statutes first applies to contracts entered into or renewed
10on the effective date of this subsection.
