SB191,1,2 1An Act to create 440.455 (1) (d) of the statutes; relating to: disclosure
2requirement concerning charitable solicitations.
Analysis by the Legislative Reference Bureau
Current law requires charitable organizations, with some exceptions, to
register annually with the department of regulation and licensing. In addition, both
professional fund-raisers and unpaid solicitors who solicit contributions for
charitable organizations that are required to be registered must disclose to the
person from whom the charitable contribution is being solicited the name and
location of the charitable organization, that a financial statement of the charitable
organization will be provided upon request and a clear description of the primary
charitable purpose for which the solicitation is made.
This bill provides that persons soliciting charitable contributions must also
disclose to the person being solicited the percentage of the contribution that will
directly benefit the charitable purpose or purposes and the percentage of the
contribution that will be used to pay administrative expenses of the charitable
organization, including management and fund-raising expenses.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
