AB711,1,3 1An Act to amend 84.02 (5) (c); and to create 13.123 (4) of the statutes; relating
2to:
distribution of folded highway maps to officers and members of the
3legislature and office expenses authorized for members of the legislature.
Analysis by the Legislative Reference Bureau
Currently, the department of transportation (DOT) periodically publishes
folded highway maps. Upon publication of each new edition, DOT must distribute
500 maps to each officer and member of the legislature and must also provide an
unlimited number of additional maps to any officer or member upon request. All
maps are provided at state expense.
Currently, a sum sufficient appropriation is provided for the operation of the
senate and assembly. The statutes do not specifically treat the use of the
appropriation for the cost of operating legislative offices.
This bill specifically empowers the joint committee on legislative organization
or the committee on organization of either house of the legislature to provide an
allowance for the office expenses of each member of the legislature. The bill also
provides that DOT shall distribute folded highway maps to officers and members of
the legislature by request only, and if a member requests a quantity of any edition
of the maps exceeding 150, DOT must charge the member for the actual cost of the
maps exceeding 150. Charges are payable from any allowance provided to the
member for office expenses.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

113.123 (4) Office expenses. The joint committee on legislative organization or
2the committee on organization of either house of the legislature may provide an
3allowance for each member of the legislature to utilize for office expenses.
AB711, s. 2 4Section 2. 84.02 (5) (c) of the statutes is amended to read:
AB711,2,145 84.02 (5) (c) Upon publication of the folded highway maps, the department
6shall distribute without charge 500 of these maps to each officer and member of the
7legislature and
300 of these maps to the legislative reference bureau. Any officer or
8member of the legislature may request additional a specified quantity of folded
9highway maps. The request may be written or oral. No charge may be made for the
10additional first 150 folded highway maps provided to each officer or member
11following each publication of the maps. If a member requests a quantity of folded
12highway maps exceeding 150, the department shall charge the member for the actual
13cost of the maps exceeding 150. If an allowance is provided under s. 13.123 (4), the
14cost shall be paid from that allowance
